ENGLISH BANKERS DECLINE
DRAFTS ON OCEAN BILLS.
HOUSTON Jan. 9. Houston Cotton
Exchange and Board of Trade In com-
mon with other cotton exchanges In
the state has been notified by cable-
gram ot a resolution adopted toy the
bankerB of Liverpool and Manchester
declining to accept drafts drawn on.

of the railroads at tho compress or
junction points or by tho ship's cap-
tain or other authorized agent after re
ceipt of the cotton into the custody of
such captain or. authorized agent at
the port of shipment.
This action on the partof Liverpool
and Manchester bankers has an Impor
tant bearing on the cotton business in
Texas as it places the ban on the
ocean bill of lading hertofore in use in
this state which was issued at a port
before tho cotton had actually arrived
at' that port. Tho objection urged
against this form of bill of lading was.
that it was only a receipt given In ox-
change for various local bills of lad-
ing that In Itself It was not binding
on either land or ocean carrier. That
the obligations of the land carriers
terminated with the delivery ot the
cotton to the agent at Galveston while
the legal responsibility of tho ship did
not commence till It had actually re-
ceived the cotton Into Its custody; that
there was in fact no continuity of res-
ponsibility between tho land and the
ocean carrier and therefore the Btat-
uto of such ocean bills of lading as a
collateral was an entirely personal
one dependent on tho honesty of tho
agent who had signed it. While this
form of bill had its advantages to ship-
pers it was claimed that tho risks run
by tho purchaser of such bills complete
ly outweighed these.

"PEACEFUL VALLEY" THE BEST
PLAY DURING PRESENT WEEK.
Tho Very small audience "Who brav-
ed tho high wind In order to see Sol
Smith Russell's production of "Peace
ful Valley" at tho Lyceum last night
felt repaid for their pains. It was
quite Uio best bill of. Uio week put on
by tho Snoad-Burton Company. Mr.
Snoad in the character of Hosea Howe
was distinctly astar. Hls unaffected
drawl and easy-going manner won the
audience completely. Mr. Burton play
ed the part of Ward Andrews Uio vil-
lain. Ho Is not yery handsome on
the stage nor has he an extraordi
nary physique but ho played his part
very well nevertheless. He is a good
buck-andwlng dancer not as gooa as
the clog artist with Uio Whitman's
who were here some weeks ago but
better than Uio ordinary run of. dan
cers. X
Quite the feature of tho program
was the specialty of Miss' Gall and a
very funny white haired gentleman
who can put on the drunkest expres-
sion we havo eevr.. seen. They gave a
little two-act play of their own that
brought dowji Uio house.
The Snoad-Burton Company have no
orchestra but they have a piano play
er who can make PaderewskL take to
tho woods. The way he hammered out
rag-time during the sad scenes was a
delight
John M. Webb has sold his hand-
some home In CollegeHelghts to L. J.
Hall of the Peace-Ramsey Grain and
Fuel Company; and will build another
at once.
