Others are of the opinion that the
result of the amendment will be to
give the Northern church the Irnpre.

Avrllajt bead of the Russian admiralty
department confirms Associated Press
dispatches saying that Vic Admiral
Rojestvnsky It steaming north to give
battle to Admiral Togo. He considers
It possible that news to the effect that
the two fleets have met may be re-
ceived any day. An Interview with
Admiral Avellan reaffirms the official
denial of reports that Rojcttvencky
I t-S broken down and asked to b re-
lieved. Avellan says Rojestventky
sent detailed reports of the condition
of jl.is own health and health of the
crews of his ships. Constant tension
and hard work of past few months
have been a greet strain on the ad
ml rat's health. "Even before he left'
sail Avellan. "Rojestvensky waa suf
fering from kidney trouble but his
health l no worse. His report breathes
the spirit of strength resoluteness and
confidence and other reports show he
has Inspired his crews with the con
fidence of their commander. As a
matter of fact. It Is not Rojestvensky.
but Vic Admiral Voelkersam who has
offered from a long stay In the trop-
ics. The appointment of Vice Admiral
ItlrllefT as successor to Vic Admiral
BkyrdllofT at Vladivostok will In no
wis effect Rojestvensky' status. The
letter s mission as chief of the fleet !
to take It to Vladivostok. There will
be no antagonism when he gets there.
The two admirals are on excellent
terms which began long ago when Ro

veneky will give hit tuperlor the same
loyal obedience that he demands of hit
subordinates"
"Do you anticipate a sea fight soonT
the admiral waa asked. He repllwl:
"Certainly. Th Japanese cannot af-
ford to allow Rojestvensky to reach
Vladivostok without an engagement. I
personally expect It to take place In
the near future though I admit the
admiralty knows nothing of RoJst-
venkys strategy or plans the empe
ror having accorded him complete free.
doro of action. Possibly It Is his pres
ent purpose to seek Admiral Togo and
force a fight but It Is more prot.al.le
Rojestvensky Is hound for his base at
Vladivostok. Howevfr. I can sny noth
ing definite on this point."
- II response to a suggestion that
Togo might Intentionally allow RoJ.Kt-
vensky to get to Vladivostok content-
ing himself with torpedo attacks while
the Ruttelana are on the way there and
then try to bottle- Rojestvensky UP In
Vladivostok. Admiral Avellan smiled
ond said: "The stor;if Pint Arthur will
not be rf sted; Rojestvensky Is not
the kind of a man to allow himself to
lie locked up In port. If he gets to
Vladivostok he will not rest on hit
laurels but will seek erigacement. ;i
will try to wrest the maMery of the
sea from Togo. There are ninny wayt
of compelling Togo to accept battle.
RJ.-tvensky will only have to bom-
bard one of the oau ei-l-s to forvt
Togo to ap!-ar In us defense."
Admiral Aveljan repudiates the re-
ports that a nunilx r of chart red col-
liers sent to Vladivostok wire raptured
by Japanese. owln' to the connivance
of their captains who arranged to re-
ceive half price from their cargo. for
hetrvo'g tflr roi-Ks and time of
parture. He explain that the collier
wer lot through delayed receipts of
orders telegraphed to theni by the ad-
miralty to primed to Via HvoMnk by
way of I .a I'erouse strait Instead of
through Htrnlts uf Korea. Two of these
vessels which passed through Iiper-
ou strait arrived safely at Vladi-
vostok. A private letter from the commander
of one of Rojestvenskys torpedoboat
destroyer mailed at Sitlgon. describes
the fl-et's assag on Indian oce-in.
The writer says the hard work fell on
the light tmlsers and torpedoboat de-
stroyer under Vice Admiral Knqulst.
which were constantly scouting ahead
and communicating the approsch of
vessels sa aa to ermU Rojestvensky
to change his course and steer clear of
them hla desire being to avoid discov-
ery before he reaches the China sea. In
which he waa successful. Considerable
difficulty was experienced at time In
coaling from transports at sea. espe-
dally In case of the torpedotoat de-
stroyers Admiral Ulrlleff left St Petersburg
for Vladivostok Thursday by special
train. All other trains will be side-
tracked In order to enable his train to

miral expects to make a record trip In
