nition gives universal satisfaction.
Every one who studies the subject
lias and will continue to have hits own

are certain general principles funda-
mental and unchangable in the very
nature of things and no man claim-
ing to be a democrat has a right to
pursue a course not In harmony with
these principles.

the firm and will continue as lung as
we have a representative government
of federated states. The one party
stands for centralization of ower the
other for the widest tossihle distri-
bution of ower consistent with the
general welfare. ' All political ques-
tions are lniKrtant because of their
relation to this fundamental difference
between the parties.
The tariff Is one of these questions.
It Is easy to see why a republican fa-
vors the tariff boraase it strengthens
the federal government and the higher
it Is the better for bis party. On tbe
other hand tbe democrat believes
that every man baa a natural right
to buy and sell where be plesses and
that interference with this right by
the government Is tyranny. No true
democrat ever accepted a tariff ex-
cept aa a matter of expediency or
teniKrary policy.
We admit that ever since the war
between the atates there have been
men claiming to be democrats who
bsve advocated protectionism but
such men bsve never heretofore been
able to control the party nor have
they ever until now been a majority of
those elected as democrats In either
branch of congress.
There whs once an eminent Metho
dist minister. Rev. Albert Taylor Hied
soe who antagonized his church on
the doctrine of Infant baptism with
the result that he destroyed hla own
Influence but did not seriously affect
the church. If he believed infant ba-
tlsm to be wrong he had a right to
opN)se it. but he had no right to take
advantage of his position In the Meth-
odist church to attempt to destroy
one of the cardinal doctrines of the
church.
Whenever an vorganizatlon aban-
dons the principles for which It is
Indebted for all the rcne lability and
IKjwer It ever osessed. the sooner It
disbands the hotter. If democracy no
longer means local self government
and personal liberty; If It no longer
fights against a centralized desotlsm
and the encroachments of Kwer and
of greed; If It has degenerated Into a
machine held together by the cohe-
sive force of public plunder whose
only object is o get offices for Its
leaders and aportlon rakcoffs among
their bonchmen then let It die. Why
should there be two great national
partleR with no substantial differences
between them?
The democratic national organiza-
tion may have outlived its usefulness
but the principles of democracy are
as immortul as the declaration of In-iloM-ndence
or the sermon on the
mount. They have lost none of their
lifo-glvliiK energy end they will thrill
the hearts and nerve the arms of
champions of truth and Justice In In-
creasing numbers while the years go
rolling on. And their final triumph
will come "when the mtllcnlal dawn
ushers In "the K-rfect law of liberty"
when all men will know the truth and
the truth will make them free.

Itrow-n tieranie governor of Georgia
at noon today when tie took oath to
defend the constitution of the State.
The Inauguration took place in the
hall of the house of representatives
in the presence of both branches of
th? reneral assembly sitting in Joint
session members of the supreme
court of the State all the official
family of the State government anil
hundreds of Georgians prominent In
civil life. The ceremonies were de-
void of sll unnecessary display and
the InsiiKural adress of Governor
Hrown was one of the shortest on rec
ord. The governor-elect was escorted
to the capltol by Hoke Smith the out
going executive. At the conclusion
of the ervinotiles jj public reception
was held.

Italian Cruiser Will be in Texas Port
for the Next Six Days

Galveston. Texas June 25. The Ital
ian cruiser Etrurla reached here yes
terday meriting about 3 o'clock and
came up to pier 20 where she docked
about 11 o'clock. The reception com
mittee headed by Mayor Fisher wel-
comed the ship and officers.
The Etrurla will be In port only six
days and will begin receiving vMtora
Saturday continuing to do so every
day during her. atay In port from 10
a. m. to 5 p. m. .
