Colquitt today returned the Texarkana
charter to the legislature with a veto
message which declared that the re-
call Initiative and referendum are re-
pugnant to the bill of rights In the

these features are not according: to
the principle of local self-government
and declared that they would strike at

that they are socialistic and antagonis-
tic to the theory that the government

Austin Texas Feb. 21. Shortly
after noon today the house by a vote
of C2 to 59 refined to pass the Tex-
arkana charter over the governor's
veto.
The house passed to engrossment
the bill raising the pay of Jurors In
county and district courts In civil
cases to $2.50 per day.
In the senate Senator. Lattlmore In
troduced a bill requiring pool and bill-
iard halls to close at 10:30 o'clock at
night; also a bill exempting railroads
less than fifty miles long from the full
crew act.
The following bills were reported to
the house ' unfavorably: Forblddilng
Sunday baseball abolishing the sys-
tem of county teachers' institutes and
providing for inspectors for the super-
vision of county and city jails.
Following were reported favorably:
The bill creating the office of parole
agent for convicts and establishing
the Central Texas Normal College at
Waco.

Washington Feb. 21. The ocean
mall subsidy bi'l which has already
passed the senate was today ordered
favorably reported by the house com-
mittee on postoffices after being
amended so as to apply only to South
American steamship lines.
The. state department on account of
the reports of wholesale executions of
revolutionists In Haytl today request-
ed the authorities there to be more
humane.
A telegram was received late yes-
terday afternoon by Mr. Joe 3. Reed
stating that Mr. W. A. Hassel Sr. died
yesterday at noon In Dallas. There
had been no Information that he was
111 and the particulars of his death
have not been learned yet. The news
of his unexpected and Budden death
comes as a shock to his many friends
.in this city.

senate passed the county unit local
option law today. Under the new law
no one can carry more than one quart
of whiskey or one case of beer at a

from all over North Texas Indicate a
close call for fruit and vegetables last
night. There was a heavy frost with
the temperature averaging 25 degrees
above zero. Trees are damaged but
there is hope that some of them may
pull through.
Freezing weather nearly to the coast
is forecasted for East Texa3 tonight
generally cloudy weather for West
Texas and more snow for t'le Pan-
handle. Warmer temperatures ;hrough-
out the state are expected Wednesday.
