AUSTIN. Tex Aug. It. A ten
days' courae in prevention of disease
is to ba taught in the public schools
of Texas according to announcement
made by the State Health Department
which is back of the movement. This
department has just prepared for dl-
tributlon ten charts with booklet
of ten lectures on the subjects pictur-
ed on the charts. The lectures and
charts are to be sent to the teachers
In the Tarlous schools and the lectures
are to be delivered by either the
teacher or by the local health officer
or a physician who may volunteer for
the service. In small communities
one set of charts will be sent and
after the course has been held In
one school It will be turned over to
another school. State Health Officer
Collins Is confident that about 1.000.
COO of the school children of the State
will have the benefit of these lectures
which Is an tnovatlon by the Health
Department.
AUSTIN Tei- Aug. It. After hav-
ing been In aesslon for the past six
weeks the State Board of Examiners
has completed Its task of passing upon
the applications of 10.000 teachers In
Texas for permanent State certificates
and alao for other kinds of teachers'
certificates. It was announced that
the percentage of thoae who passed
the examinations was about IS per
cent higher than In former yeara. It
will be some time before announce-
ment Is made of the exact number
who passed the examinations. Chair-
man C A Jay of the board was highly
gratified at the excellence of a large
number of the papers declaring there
was only 10 per cent of the applicants
who are negroes. The board before
adjourning endorsed the educational
policy of the Governor and Superin-
tendent of Public Instruction.
AUSTIN'. Tex Aug. N. That the
farmers of Texaa are depending al-
most entirely upon the bankers of
this State to finance the present cot-
ton crop. Is the opinion of Peter Rad-
ford. State Warehouse Commissioner
who has Jnat returned from a tour of
the large cotton producing counties
of the State. Mr. Radford said this
was reflected in discussions be had
with hundreds of farmers. He pointed
out that the bankers at their confer
ence held recently at Galveston adopt-
ed resolutions to aid the termers In
financing the cotton crop and that
now the farmers want to see these
resolutions carried out. He also
pointed out the absolute necessity of
the banks charging a low rate of In
terest not exceeding ( per cent on
all cotton atored In warehouses. Un-

products which will mean a repetition
of conditions which prevailed not only
In Texas but In all the South last
year.

Washington. Aug. St. The new
! American note to Great Drltaln on In
terferences with neutral trade prob-
ably will be redrafted because of the
British order making cotton contra-
band. The note had been virtually
completed.
While there la no Intention to aban-
don the claims for payment for cotton
aelied prior to the British order thoae
cases now have a different status.
Cases under the contraband order
must all go before British prise
courts and there will be nb Informal
negottattona as there have been In
connection with previous seizures.
The new American note It la said
will lodge formal protest against the
placing of cotton on the contraband
Hat and a lengthy diplomatic ex-
change probably will follow. It Is con
sidered likely by some officials here
that the dispute eventually will be
aettled by arbitration.

Galveston. Tex- Aug. 2. No addi
tional casualties were reported In the
storm swept district today and Gal-
veston's chief need continues to be
water. Restoration of the water sup-
ply Is expected tonight or early to-
morrow by those In charge of the
work. Divers have dleeovered that
section five hundred of the main on
the bottom of the bay was taken away
by the atorm. This Is being replaced
with all possible haste.
