panion is a story on Mexico by Kath-
arine Holand Drown. In It an Ameri-
can woman In Mexico City writes the
following vivid description of Mexico
City under the present regime:

bravery during Zeppelin raids and

the government.
"When the Zeppelin raids have been
anticipated sometimes when they
have been going on" says the report
"the women have como out of their
homes to their work even when
bombs were dropping. They have
played r.n Important part In the
scheme of air raid warnings and have
set a very good example to the whole
country.
"In Dublin when the bullets were
flying and the fires were raging the
women stuck to their work In the ex-
change and It was due to them that
communication was kept up and that
we were able to obtain the military
forces which suppressed the rebellion.
More than 25000 women have re-
placed men In positions In the post-
office department and telephone sys-
tem the report further shows. Out
of 90.000 men of military age tn these
departments 56000 have joined the
colors and 21700 others have attest-
ed and only await the call to arms.

believed that there will be at least
a ten cent reduction in the ad valo-
rem tax rate the rata now being 90
cents on the $100 property valuation.
The automatic tax board will meet
early in August to fix the rate.

Washington July 28. Informal as-
surances that Austria-Hungary Is dis-
posed to respond favorably to Presi-
dent Wilson's appeal for permission
to tho shipment of American roller
supplies to the territory held by Aus-
trian forces tn Poland were given
personally by foreign minister Uurlan
to Ambassador Penfleld. Ambassa-
dor 1'uko received from the British
foreign office the Btutoment that
Great Drltula Is willing to allow the
importation of food stuffs when ad-
ministered by an American commis-
sion appointed by Pros. Wilson and
when asurances are given that Aus-
trluu armies will not confiscate it.
This condition it Is feared may block
the negotiations.
The British proposal will be re-
ferred at onee to Germany and Aua-tro-Hungury
to learn whether the con-
ditions implied will bo acceptable to
them.

Conditions Brought About by Great
War Will Require Half Million
Dollars more for Supplies.

Austin Texas July 28. Texas will
have to add a halt million dollars to
its disbursements for supplies and
merchandise used ty the state elee-
mosynary and other Institutions. This
Is because of the conditions brought
on by the European war.
State purchasing agent George
Leavy has practically completed the
task of awarding contracts for the
supplies bought through his depart-
ment and while the exact figures are
not available now. It In estimated
that the cost to the state will be
$1750000 In round numbers as against
$1250000 for the previous year.
In many Instances It was noted that
the cost of commodities had increased
without relation to war conditions.

ager Says New Law Will be of
Crest Benefit to Farmers.

Farmers of Texaa will be greatly
benefitted by the recent enactment
by congres of tha rural credlta law
signed a few days ago by President
Wilson In the opinion of F. C. Wel-
nert state warehouse manager. He
declares It Is one of the biggest pieces
of legislation enacted In the Interest
of the agricultural classes In years.
Ten years ago Mr. Welnert then a
senator. Introduced In the state legis-
lature a rural credlta bill. It failed
of passage.
Mr. Welnert says the present meas-
ure wll be especially beneficial In
Texas where the farmers are striv-
ing for cheap money.
