Special to Reporter.
London- May 21. Tho news of
the arrival of the Spanish Ad-
miral and his ships at the port of
Santiago de Cuba is not generally
behoved hero. Military and
naval strategists hero ask why
ho should make a landing 500
milds east of his objectivo point
at Havana and land either forces
or supplies whon the country be-
tween him und Blnnco is in the
bands of tho insurgent Cuban
generals. They say that if Cer-
vera has done so it is suicidal as
tho combined lleets of Sampson
and Schley will crush him utter-
ly. Tho consensus of London is
that tho Spanish fleet will strike
some eastern city of tho United
States and that tho roportcd
landing at Santiago Do Cuba is a
typical Spanish ruse to decievo
tho American cabinet.
