. Prison Congress was Btruck this oftor-
iioon by Professor Charles 11. Hender-
son Professor of Sociology of the Uni-
versity of Chicago who is tho President
of the Congress
After welcoming the delegates from
nearly fifty dlffcront governments of
the oarthi Professor Henderson spoko
in imit uh follows:
"Tho Prison Congress agrees on the
following things: Wo believe that chil-
dren should iicvor be sent to prlsqn
with adults; that (he ancient penal
procedure should bo fundamentally
modified In their caso; that young de
linquents should receive a certain
amount of education under the paternal
supervision of the judge or of a spe-
cial magistrate. It Is u question with
us still whether this education should
continue until tho sixteenth eighteenth
or even the twenty-first year.
"Secondly we are in accord in thp
belief that the insane should bo ex-
cluded from prisons and that they
should bo confined to hospitals. Pub-
lic Security and the Interests of tho
insane themselves demand the segrega-
tion of the insane .under medical spe-
cialists "Thirdly wo believe moreover that
thero are many young delinquents and
even adults who are guilty of having
yielded to bad examples. Such indi-
viduals are not intentionally vicious.
They Bhould bq spared tho stigma of
becoming criminals by being saved the
moral injury of fncarceration by a. sus-
pension of sentence with a period of
freedom under supervision. Wo are
also in accord in recommending after
a certain poriod of incarceration tlio
release of young or adult prisoners on
provision that their liberty shall be con
ditional and carefully supervised. It is
not possible to make useful citizens
in absoluto slavery.
"WTp believe moreover in tho neces-
sity of doing away with tho short sen-
ten.cen tho ease of guilty persons who
aro dangerous whether they bo vaga-
bonds or inebirates hardened criminal
or professional criminals. The poriod
of detention and of supervision may
he extended cither by a supplementary
sentence or by placing the offender at
the disposition of the government.
"We urge furthermore tho union of
"all investigators and reformers.
"One single powerful purpose com-
mon to us all has brought us together

tho firm determination of society and
tho national governments to render the
way of tho transgressors against social

fear may restrain tho evil-doer nnd that
an Inflexible force shall constrain him

quent and his education. We seek to
olevnto tho moral standnrd of humani-
ty Wo doslro to open wide to tho de-
linquent tho good of hope. There nev-
er has been a conflict between justice
and pity because only compassion al-
lows a vicious man to follow his course
without hindrance It is not compas-
sion but weakness. Justice Is tfuly
boneilqlal when It deprives tho malefac-
tor of tho liberty which ho has abusqd
whon it forces him to form tho habit
of work and persuades him that his
trim interest Is In becoming a loyal
and useful cltizou.
"Tho Stato Is tho powor which should
control tho forces which actupon tho
eharacte rof tho prisoner. Tho stato
character of tho prisoner. Tho stato
Isitho supremo organ of the will and
morality of tho entire people. It cannot
- bo left to philanthropists alono to seek
tho refounatlon and the Instruction of
. the malefactor leaving to the State situ
ply the punishing and the inflicting of
penalties of tho prisoner Tho Stato
is responsible for tho conditions which
concern tho convict. If the prisoner Is
returned to liberty Blmply without in-
struction without n trado cherishing In
his heart tho Idea of vengeance phil-
anthropists will huvoa difficult and not
to to say Impossible task In modern
civilization tho majority of citizens
aro friends of humanity and tho gov-
ernment which neglects Its prisoners
