It will not bo the duty of this com-
mittee to formulate any amendment
to present city charter or to launch
any movement for changes but mere-
ly to study the charter und suggest to
n charter committee which will be
named later any changes that may be
considered in order. The committee
is absolutely non-political and has
only the best interests of Abllouo at
heart. If any changos In the charter
aro considered by the committee to be
Imperative It will so recommend but
If the present charter Is found to bo
all right us It Is the committee will
make no recommendations for chan
ges.

start that this committee has no pow-
er whatever to niako any changes In
