riawhen the war opened and
that the 600000 have been sent
out by the. Siberian railroad
sinoe hostilities opened.

Japan does not propose to be
caught napping and declines to
go into negotiations andStop op-
erations unless Russia's naval
plans are abandoned and she
gives assuranoes of peace. Ja-
pan insists that she will not grant
an armistice but if war oeases
pence must be assured. She is
prepared to fight late war loans
having encouraged her and is
following up the retreating army
of Russians on the road to Kirin.
Her war loans were over sub-
scribed several times and she
feels that she can afford to con-
tinue the war a long time yet.
No fighting occurred on Sunday.
Tho peace negotiations have
not progressed beyond the pre-
liminary stages and may not be
so nearly in sight as had been
hoped.
Capt. I. H. James has just re-
turned from a trip south and ex-
pects to leave for the Alpine
country tomorrow or next days
His mother will accompany him.
