NeVs dispatchos from Washing-
ton" several days ago carried the odd
fact that ad interim Secretary of
War Hugh L. Scott had signed the
commission of Hugh L. Scott as a
major general the first time such a
thing has occurred since the estab-
lishment of the War Department.
Since the resignation of Lindley M.
Garrison from the portfolio of sec-
retary of war the chief of staff has
been in control of the department.
However the surprising thing about
it is that General Scot can write at
all. In all hehas on both hands a
total of three fingers that are whole
and uninjured. Occasionally the gen-
eral can be persuaded to tell of how
His hands were injured. 1

William Egener of Brazil Ind. went
to the saloon of which ho is part own-
er to feed a monkey. The monkey
had become irritated by a crowing
rooster which wns also used as an
attraction In tbe place.
When Egener entered tho saloon the
monkey Jumped several feet and alight-
ed on Egener's arms biting him sev-
eral times before he could shake him
off. Tho monkey cut off Egener's re-
treat through the only accessible door.
Egener reached tho telephone and cull-
ed up his partner Francis LTawklns
who rushed to tho saloon. lie was
met by a volley of wineglasses bottles
and other articles. Hawkins beat a
hasty retreat with tho monkey nfter
him. George Brooks former owner of
the animal was called and ho sub-
dued It.
