Penny completes trooper training
AUSTIN — Trooper Roger D.
Penny, 28, has graduated from the
Texas Department of Public Safety
Training Academy and has been as-
signed to the Highway Patrol Serv-
ice in Jefferson.
Trooper Penny was one of 100
cadets recently commissioned as
Texas state troopers in graduation
ceremonies at the DPS Administra-
tive Headquarters in Austin. Trooper
Penny, a native of Linden, assumes
his new police officer duties im-
mediately.
Colonel Joe Milner, DPS director,
said he's very proud of the new
troopers and is looking forward to
their service with the department.
"These men and women received
a comprehensive 22-week course
extensively covering the many
responsibilities of DPS troopers,"
Col. Milner said. "They have been
well-trained to uphold the laws of
this state in routine as well as haz-
ardous law enforcement cir-
cumstances."
"A Texas trooper must perform a
number of different tasks in addition
to enforcing traffic laws. The trooper
will assist in narcotics arrests and
other felony cases as well as man-
hunts and disaster situations," Mil-
ner pointed out.
The DPS training course included
comprehensive instruction in traffic
law, criminal law, arrest procedures,
accident investigation, and
numerous other law enforcement
related topics.

A long time
I am amazed at how hard many
people work to over complicate their
lives. It seems as though we spend
most of our working years trying to
accumulate enough money so that
we may retire with at least some of
the comforts we associate with hap-
piness and security.
Having reached the stage where
we have saved enough money to al-
low us to retire many of us spend
the rest of our lives in a constant
state of worry. This is an unneces-
sary aggravation and anxiety. The
fact is, a great many things, finan-
cial and otherwise, may not go our
way in life because of cir-
cumstances over which we have no
control.
We do have control over the deci-
sions we make. If you are worried
about the safety of your money in a
particular bank or savings & loan,
move your money to another bank
or buy government bonds. That is
not a terribly tough decision. People
are often concerned about what
somebody will think if they move
their money. Who cares? It is your
money.

in the mistaken belief that they are
somehow coming out ahead. They
listen to the news at night and
depending on the opinion of the
newscaster interest rates are either
going up or down. These clients are
in a constant state of confusion
about whether to just buy another
six-month C.D. or invest for a longer
term at a higher rate of interest.
They spend a lot of time speculat-
ing about what to do and usually
just buy another six-month C.D. and
hope for the best. Please note, the
two times when a six-month or
three-month C.D. is the investment
of choice is when you are certain
you will want to take the money out
in a short time or interest rates are
obviously rising and you plan to
place the money for a longer term
when the three- or six-month C.D.

Wells takes job
in Singapore
Wade Wells, son of Elvis and El-
nora Wells of Cornett, has recently
moved from New York City to the Is-
land Republic of Singapore. Wade
was a 1982 graduate of Hughes
Springs High School and a 1988
graduate of the Architecture School
of the University of Texas in Austin.
Wells moved to New York in the
fall of 1988, shortly after graduation
from U.T. and began working for the
retail architecture firm of Clark
Tribble Harris and Li. During his
time at CTHL, Wells traveled
several times to Scotland to work
with local architects on the revitiliza-
tion of two small Scottish towns:
Folkirk and Wishaw.
Recently Wells resigned his posi-
tion at CTHL in order to accept an
assignment with Tsao and McKown
Architects, also of New York. He will
be based in the firm's temporary of-
fice in Singapore for a period of be-
tween one and two years. He will be
doing construction administration
and on-site design on a project cur-
rently under construction. The
project, a mixed use complex of six
million square feet including four of-
fice towers, a hotel, a convention
center and a retail podium, is being
developed by a group of Hong Kong
investors.

Annualized distribution rate as of 9/7/90
expires. I'll bet you a box of Girl
Scout cookies that if you averaged
the interest rate you received on the
last 10 six-month C.D.s you will find
that you would have made more
money in a prime rate trust, a five-
year C.D. or a U.S. Government
Bond.
Instead of trying to complicate our
lives with financial decisions, I think
we would be better off to remember
we have made a lot of good choices
in the past or we wouldn't have any
money to invest at all. Trust your in-
stincts. If you feel uneasy about
something change it. Find an ad-
visor that you trust and ask a lot of
questions and then make a logical
decision. Sound financial planning
should leave you with a feeling of
peace, not sweaty palms and beads
of sweat on your forehead.
