The unlimited power placed in
the hands of the Land Board by
the Eighteenth Legislature, is one
of the most glaring examples of
careless legislation that it has over
been our misfortune to investigate.
It is no doubt, one of the clearest
cases of shilling resposibihty ever
placed on record. The members
of the eighteenth legislature soem to
be more intent on log-rolling and
wire-pullingTot* personal aggrand-
izement, than any dosire to benefit
their constituents by good, whole-
some lawa—that is if we are to judgo
them by their aota. Now hero with*
in the range of our statutes, except
the old inspection Jaw of 1876, can
be found an act so imperfect in con-
struction atfd so boundless in its
provisions. It derives tho people
of the light of the old law,'and
leaves them to guess the action of a
Land Board, whose discretion to
act is governed by no law that tboy
are bound to respect, We refer in
this connection to sec. 6 and 8 of'
the act of April 12th, 1888, in which
appear such passaged as, "Tho
lands, when placed upon the market,
shall be sold in the county or land
district in whioh it is situnted, by
such authority and under such sys-
tem of competition as may bo pro-
scribed by said Land Board." And

few sentonoea as a memento of bis
ignorance.
