Sectiox 1. Be it resolved by the Legi*
latin* of tbe State of Texas, That Section 9.
Article 8, of the Constitution of the State of
Texas be so amendad as hereafter to read
follows;
Abticle 8*
"Section 9. The Sute tax on property
exclusive of tbe tax neceanary to pay the
public debt, and of the taxes provided for
the benefit of public live school*, shall never
exceed thirtynlve cent* on tbe one hundred
dollar* valuation; and no county, city or
town shall levy more than twenty-five cent*
for citv or county purposes, and not to ex-
ceed fifteen cents, for road* and bridge*, on
the one hundred dollars valuation, except
for the payment of debt* incurred prior to
the adoption of this amendment, ana for the
erection of public buildings, street, sewer
and other permanent improvement*, not to
exceed twenty-five cent* on tbe hundred dol-
lar* valuation In any one year, and e(cent a*
is in thl* Constitution otherwise provided.
Sec. 2. That the Governor of this State be,
and he is hereby required to submit the
foregoing resolutions to a vote of the quali-
fied electors of this State on the second
