The tax roll back
election has come and
gone. The people in this
city spoke loud and
clear. (64% for, 36%
against) 1 only hope that
our councilmen, starting
with my oun in district
10 where we passed th
tax roll back concept 70%
to 30%, will respect the
people's mandate. It is
interesting how Helen
Dutmer's district voters
ignored her, "I know
whats best attitude", and
passed the roll back by a
larger margin than any
council district (71% for ,
29% against).
1 believe that people
power is catching on not
only in Eastern Europe
but in these United
States where more and
more, "the people" are
thinking for themselves.
It could be that future
actions in the public
arena may be influenced
less by political parties
and more by the wishes
and desires of an
intelligent electorate.
It was noticable also
that in dist. 2 where Joe
Webb has reighned for
some 'time, the people
chose to vote their
"pocket books" rather
than be dictated to by
"Big Brother". I believe
that it is healthy and
shows some maturity on
the part of the voters of
dist. 2. Will Joe Webb
and Helen Dutmer be in
trouble in April '91? Not
if they are smart and
keep their fingers on the
pulse of the people. The
numbers were 60% for
and 40% against the roll
back in dist. 2. It is
estimated that the
pro-roll back forces (Lila
Cockrell and company)
spent in excess, of
$150,000.
Question: G)id East San
Antonio get any of that
money? (Radio station,
weekly newspapers) or
even young men hired to
pass out leaflets? When
members of the eastside
community are viewed as
not being in anyone's
"Hippocket", but will vote
according to the issues,
then we'll find
advertising dollars flowing
eastward also.
Mayor Cockrell's
concession speech
indicates to this observer
that she has class and
political savvy. Her
attitude seems to be one
of "The people have
spoken so now let's honor
their wishes". School
board trustees, county
commissioners, ACCD
trustees, and others
would be wise to take a
vbte.

It has been said 'that
SAISD has gotten out of
hand and comes out with
worse marks than our
city council when it
comes to responsible
handling of the peoples
money! Does the school
' dist. really- need a police
force? Do we not have
city policemen, sheriff
deputies, constables, etc.
allready? Think about it!
According to some
reports, I may have had a
little something to do
with consideration being
given to voting our own
interest this time. I
wrote a pro-roll back
commentary in the S.A.
Informer some weeks ago
which inspired others to
re-evaluate their position
on this issue. Hopefully
future issues will be
similarly evaluated.

• Provided financing for the Eastside Medical Center which provides Health and Medical Services to many Eastside residents.
• Initiated low interest housing loan program resulting in many new and rehabilitated homes for Eastside residents.
• Provided Bond Funding for Mt. Zion First Baptist Sheltering arms, providing care for many elderly Eastside Citizens.
• Provided community development block grant funding for a gardendale senior citizen community center.
• Approved redistricting plan for justice of the Peace and Constable Precinct 4 which increased the Eastside Voting strength.
• Served on the Martin Luther King, Jr. City-County Memorial Commission since it began in 1988. Sponsored County action to make Martin Luther
King, Jr. Holiday a mandatory Holiday for county employees.
• Arranged for Annual "Take Pride in Eastside" Festival to be held at the Joe and Harry Freeman Coliseum after the City withdrew funding for the
event, saving the organizers thousands of dollars.
• Approved JTPA funding for BCOIC and Ella Austin Community Center to provide Job Training for many Eastside residents.
• Initiated economic incentives which brought hundreds of New Jobs to East Bexar County.
• Funded Bexar County Child support enforcement efforts to keep single parents off welfare.
• Funded Bexar County Mediation Center'to provide settlement procedure for neighborhood disputes.
• Led the fight against pornography and prostitution by closing unwanted massage parlors and adult video and book stores.
• Created a special drug court to deal harshly with the drug pushers on the Eastside.
• Funded the family violence unit of the District Attorney's office to protect abused children and spouses.
• Improved emergency medical and fire service to unincorporated East Bexar County by Upgrading volunteer fire departments.
• Obtained legislation to get rid of unsightly junk yards and to stop illegal dumping of trash on our public roads.
• Initiated a small and minority business program for the county which will assist small and minority businesses in obtaining county contracts.
• Enhanced the beauty and usage of Comanche and Pletz Parks and the Joe and Harry Freeman Coliseum.
• Fought hard against Siate and Federal mandates that would raise our taxes.
