proached police and said Ross
had also robbed him,
Ross was then quoted as say-
ing he did not rob Millsap, but
that he had asked him for twen-
ty-cents.

cide for 1977 as compared with
four at this time last year.

Law Enforcement Asslstsnce
administration's new civil
rights compliance regulations.
The rules, which took effect
February 11, implement the
civil rights provisions of the
Crime Control act of 1 7«. They
establish specific timetables
for complaint Investigations and
compliance reviews and, among
other thlnp, require the cutoff
of LEAA funds In cases oLnfltlr
that illegal school segregation
may soon become a thing of the
past."

day Campaign drive, Sunday,

Drive Set for
Violated
DALLAS--The Department of
Justice has obtained a consent
decree requiring the owner of
two apartment complexes in
Dallas, Texas, suburb* to rent
to black persons.
Attorney General Griffin B.
Bell said the order was filed
in U.S. District court in Dal-
las, resolving a housing dis-
crimination suit against Tay-
lor and Gray, Inc., and Mrs.
Ferrell Doversplke.
The corporation owns the 32-
unlt Westrldge Apartments in
Lancaster, Texas, and the 28-
unlt Hampton Garden Apart-
ments In DeSoto, Texaa. Mrs.
Doversplke Is resident mana-
ger of the Westrldge Apart-
ments.
The suit, filed last January
19, charged the defendants with
violating the Fair Housing act
of 1968 by refusing to rent to
blacks and by misrepresenting
that there were no vacanclea.
The consent decree perma-
nently enjoins the defendants

The Unlverelty of Texas at
San Antonio has become the
fourth college participating in
the Air Force Logistics Com-
mand's Cooperative Education
program at Kelly AFB.
An agreement was signed by
E.M. Mahon, vice president for
Business Affairs, and Dr. Vin-
cent L. Avallone, Cooperative
Education director at UTSA,
and Raul Valdez, civilian per-
sonnel officer at Kelly, enroll-
ing the new San Antonio unl-
veralty in Kelly's co-op pro-
gram.
UTSA Joins St. Mary's uni-
versity and Prairie View A and
M university in Texas and New
Mexico Highlands university In
the program at Kelly. There
are presently 28 students from
these Institutions working In
Jobs at kelly ranging from
chemlatry and accounting to
personnel and procurement.
The program Is dealgned to
blend academic training and
practical experience, by alter-
nating periods of work and
school.
Students enrolled In the pro-
gram work fulltlme at Kelly
half the year, in a GS-3, 4 or
5 position directly related to
their field of study. During the

other six months, they return
to their universities to conti-
nue their academic training.
Thla continues until the students
receive their degrees.
The program Is open to col-
lege sophomores or junlorsen-
rolled In participating colleges
or universities meeting the re-
quired academic and career
standards.
AFLC, Kelly's parent com-
mand, pays the cost of tuition,
related fees and books for the
student's college during his
first year In the program. Re-
maining c jets of his college
education are paid for by the
student, hut are mostly defray-
ed from earnings during the
Kelly work periods.
w"en a student graduates
from college, he Is eligible for
a non-competitive career-con-
ditional U.S. Civil Service ap-
pointment, and offered a GS-5
or 7 position at Kelly related
to his cooperative education
training.
