vested in stocks and bonds—from a few dollars to
thousands—might be surprising to many. The fact
might be underscored that owner-hip of stock is no
loiter the province of the few, but of the many.

Many members of Congress, according to Wash-
ington sources, were amazed, even dumbfounded, at
tfie public response to the proposal to apply a with-
tokkng tax of twenty per cent on income from divi-
dends and interest. The volume of congressional mail
wared—and the overwhelming majority of the writ-
ers were one hundred per cent opposed.
The deluge of mail brought the comment from
,me observer that "One thing the volume of protest.-
(r*er the proposed withholding tax on interest and
dividends has done, is to point nut how widespread s<" 1X1 1111
capitalism is in the United States today."
The middle and lower-income bracket people
va»mld have been hardest hit by the twenty per cent
{Withholding. Their effective tax rate—which is the
proportion of total income paid in federal income
tax^s. is far below twenty j>er cent. They would have
heen deprived of important income, and would have
tw I to wait for protracted periods before obtaining
overpayment refunds.
On top of that, something like one-hundred-and-
twenty-seven million people have interest-bearing
•vines accounts—and. atrain. a substantial portion
A lower income families are in this category.
Those who could have least afforded it. would
have been hardest hit. and they kicked up their heels
