Hospital board adopts tax rate

Shackel ford County Hospital
Board members adopted a tax
rate of 23.55 centH per $100 of
property value Monday evening
duringthe regular August meet-
ing, which represents an eight
percent increase in the total tax
levy.
'l'lu unanimously/ap-
proved the tax hike on amotion
by Nina Jones, which will gener-
ate a total "of $ I!i2,H02. While
the total tax levy increased by
eight percent, most local prop-
erty owners will actually experi
ence a decline in hospital taxes
since the rate dropped from 25.69
cents per $100.
The lower rate will generate
more in actual tax dollars for the
district thanks to a .significant.'
increase in taxable values, due
primarily to a rise in the price of
crude oil. The district total tax
base increased from $155 mil-
lion to almost $184 million.
The hospital opted to adopt
the highest rate possible eight
percent without being required
to hold special hearings Any
increase abov! eight percent
would also be subject to a roll
back elect ion by voters.
The increase will net the dis-
trict $35,700 in additional taxes,
which will be used to fund a
$3.r 500 increase in the recently
adopted budget. The district is
increasing its annual note pay
merit from $150,000 to $ 170,000
in order to make the final pay-
ment on a bank loan in Febru
ary, along with other routine
budget increases.
Physician Meets With
Directors
An Abilene family practitio-
ner, l)r Tim Martin, met with
the board to discuss a couple of
ideas he has for increasing the
number of patients treated at
the Rural Care Clinic, which is
operated by the district.
Martin explained that he is
familiar with Albany, having
volunteered his services at the
Shackelford Community Re-
source Center a couple of years
ago.
Hoard member Lance Tho-
mas, who met Martin at a com-
munity event last May,-stated
that he would like to see the
district's clinic increase the num
her of patients seen. New board
member Larry Nail agreed, add-
ing that he wants to see the
clinic become more profitable,
including the addition of in
house lab testing.
Dr. Martin offered a couple Of
suggestions to the board that he
felt would increase the patient
load, including the addition of
another part-time nurse practi-
tioner.
The clinic currently employs

day per week, nurse practitio
tier Arlene Loeschen and two
office nurses.
Loeschen was present at the
meeting and stated that the
clinic is averaging25-30 patients
per day. She added that she is
running a-full schedule at the
present time
Martin said that he was not
interested in moving his Abi-
lene practice to Albany, hut could
serve as a consultant to increase!
the patient load.
Board president John Ayers
Stated that Dr. Tong has been
"very gracious-" to the district to
come out of retirement to serve
as medical director especially
for a relatively small salary. I It-
thanked Dr. Martin for his offer
and suggested that the board
consider it among the possibdi
ties for a long-range plan for the
chnic.
Nail, who is a pharmaceuti-
cal representative who > visits
doctor's offices daily, was asked
to check into used lab and x ray
equipment for the district.
In other business, Loeschen
reminded the board that the
clinic employees still do not have
a retirement plan. The board
asked district secretary Denise
Everett to investigate various
plans and report back at the
next meeting.
The board appointed Thomas
and Nail to negotiate the re-
newal of the ambulance service
contract with Life Tech EMS.
The current contract, ends Sep
tember 20. The district is subsi
dizing the service $10,500 per
month

Scouts experience repelling
Several members of Al-
bany's Webelos 11 Cub Scout
troop, along with sponsors and
guests, traveled to Mineral
Wells State Park Saturday,
August 18 for a first-time-
ever repelling adventure.
They were instructed by
Don Cbristensen, a scoutmas
tor from Abilene who has been
teaching Scouts repelling for
the past 10 years.
Albany participants that
attended included Ken, Shel-
by a ad Mason Sel igman; Dean
and Keelnn Lowe, Bruce Hol-
son; Justin, Cojton and Ryan
Preslar; Col ton Keller; and
Christine and Amanda Brock-
inan.
After listening to detailed
instructions and demonstra-
tions, everyone in the group
attempted repelling. Almost
all the participants.repelled
several times and were liter-
ally "bouncing oft the walls,"
as well as performing "tiero
nimos," which is bouncing off
the cliff and falling down a
long distance.
Following their repelling
lesson, the Scouts enjoyed
swimming in Lake Mineral
Wells before returning home.

planning and learning," said
Ken Sehgman. "These types
of meetings are the 'meat and
potatoes' to tlie high adven
ture outings such as this re
pelling trip."
Future trips planned are
camping, canoeing, more re
pelling and much more. Local
boys interested in the Boy
