Work Ahead For The Red Cross
The service of the American Red Cross in the last great war
19 one of the brightest spots in the history of that terrible conflict
At the outbreak of the war nearly three years before the
United States entered it our Red Cross offered its aid to nil the
nations at war all of which accepted the offer
From America there were sent to Europe in the early days
of the war more than 200 nurses 71 physicians and surgeons and
a number of others together with more than 1500000 worth
of hospital and relief supplies of which 350000 went to Germany
and Austria After the United States became a belligerent
the work of the Red Cross was vastly increased of course
If the present conflict in Europe develops into another such
longdrawnout struggle as the last one the American Red Cross
will be culled upon again to give the sort of help for which it is
equipped to every nation at arms which will accept it It will be
the one form of American intervention which will be welcomed
by aU who remember the heroic and useful service offered and
given twentyfive years ago
There probably will not be the immediate intense need of
the Red Cross now that there was in 1915 That war caught most
of the nations of Europe unprepared lacking in medical and
hospital supplies and personnel and with poorly organized mili
tary medical staffs Today there has been ample time for preparation
military surgery and nursing is on a much more scien
tific basis than it was then and the call on America for help
will be neither so sudden nor so urgent
Nevertheless it is probable that there will be much that
the American Red Cross can do to alleviate suffering on both
sides Workers will be as much concerned with wounded Gcr
mans us with any others Red Cross is as international as pain
It knows no nationality discriminates in favor of no race

With the rapidly changing condition of world affairs we
are faced with the inevitable fact that two socalled sciences economics
and political science are no longer entitled to consideration
as anything but speculative sciences They have mired clown
in their own respect for history and tradition and have already
proven their inability to give an exact picture or theory that
would apply to the economic and political condition of the world
today
There is u theory and a pretty exact one that any of natures
creations that arc approaching their final stages of evolution

Nevertheless the President
has not abandoned his purpose
of asklnjr Conprcss to amend
the Neutrality Act so as to give
him wider authority to permit
the sale of war supplies to nations
which arc able to pay
cash nad carry them away in
their own ships

Is that there is a better
chance of getting the whole 1937
Neutrality Act repealed than to
amend it
Under an unprepared war stot

sheriffs to city police forces
have been ordered to cooperate
with the Criminal Investigation

brigade of additional troops
and a large number of additional
troops and a large number
of additional airplanes have
been sent to Panama and the
Canal Zone has been placed
under complete military controlThe naval air base at Puerto
Rico is already being used though
not completed and the Government
has placed orders for 3000
additional fighting planes One
hundred and sixteen World War
fighting craft destroyers laid up
at the Philadelphia nnvy yard
have been ordered reconditioned
for service and extra crews working
in three shifts are rushing
work on five big battleships the
largest ever designed
Passports Restricted
Under the emergency powers
granted the President by the 1917
law all passports of American
citizens for foreign travel are
being called in and no more will
be issued for travel to any Euro
pean country without proof of
the urgent necessity of the trip
