ENFORCEMENT OFFICIALS
The act of contributing to the
delinquency of a juvenile U in-
deed a ahameful offense which
properly places a stigma upon the
perpetrator. Rightfully, the wrath
of u community and the indigna-
tion of decent citizens are aroused
by adults who willfully exert a
corrupting influence upon young
people. Against those who design
to bring ruin to children, we must
continue vigorously to enforce and
even strengthen existing laws.
Unfortunately, in considering
the corrupters of youth, the pub-
lic too often thinks only of crimi-
nals who lead youngsters Into
thievery, entice youth into im-
moral activities, or peddle dope to
children. In truth, however, large
segments of the adult population
are also among the guilty. Count-
less adults escape the stigma, al-
though by their negligence, indif-
ference, personal greeH and bad
example, they are In fact respon-
sible in large measure for juvenile
criminality. Assuredly, a major
factor in the youth crime problem
is our present society which has
substituted indulgence for disci-
| pline. pleasure for duty and mon-
ey for morals.
The growing menace of youth
! crime calls for decisive action. In
| 1H52. no less than 477,000 mem-
bers of the 10- to 17-year-old
group were arrested Since that
time arrests in these ate brackets
have increased more than 55%.
i The foreboding prospects, based I
| on the alarming present rate, are !
that more than one million 10- to |
11-year-olds will be arrested in
1SM2. and in each succeeding year.
The initial target in the fight;
against juvenile delinquency is i
clear — adult delinquency The
starting point must be in the'
homes of the Nation Too often:
the quest for material things!
breeds delinquency. There are too j
many parents who devote all their
attention to acquiring an impres-1
ssve houce equipped with piush
surroundings, and in so doing they !
have no time for making a home '
founded on parental love devotion
and moral guidance In the so-
called modern era. the home a-, a
place of learning how to live as
well as a place of living has al-
most disappeared The criteria of
right and wrong have been re- i
placed by more convenient >ard-<
sticks of material wealth social
