still bo fair to every one 1 have
been for many years and still
am opposed to any bond issue that
will take longer to pay out than
tile thing for which the issue wa
made will last However the people
of Texas and the United
States are now facing a crisis
which must be controlled and the
only way to control the situation
is to have enough money to buy
bread for the needy through the
next few months
Toxas through Federal Aid is
now feeding and giving direct relief
to more than 1200000 people
Noa ly 210 000 of these are
men and women too old to do
active labor About 000000 are
children and the remainder are
good honest hardworking men
and women who are unable to
secure work of auy nature This
is a condition thai has been growing
during the past several years
and because of low prices drouth
and affairs abroad over which we
have no control tho need for relief
has become acute in the last
twelve months Recauso of the
fact that farmeis have failed to
get actual cash for their products
or that drouth has affer ted their
yield thoy are unahle to pay taxes
Your local county and city
funds are exhausted and your
people must do without necessary
supplies unless outside aid is af

recovery those not on the relief

some relief in September but
that in October the upward trend
would start again and the peak
of relief demands will not be
reached before December or JanuaryGeneral Jacob F Wotlers told
the audience that in the event
