plain my views on current issues
before us
After 21 days Tho House of Representatives
is still in the process of
organization The fact that wc have
not as yet organized and come to
grasp with the great issues which
face us is due largely to the manner
in which we select our Spsakcr of
the House
In Texas this office is selected by
secret ballot of the membershp of
the House on the opening day of the
session He then is charged with
naming the permanent committees
of the House Each bill that Is Introduced
in the House Is referred by
the Speaker to one of these committees
and generally must be reported
from that committee favorable in
order to become law Herein lies the
Texas Speakers unique and vast
Report from Austin
TO THE 89lh DISTRICT
Tor tho next few months your
lives and those of your chlldron and
grandchJdrcn will be molded to
some cxtint by the 57th Legislature
now convened in Austin We often
lose sight of tho Obvious fact that
legislatures vitally affect our dally
lives The group of legislators who
assembled In Philadelphia in J776
profoundly affected each of our
Hvjs today The samo can be said
of that group cf Texan who in tho
1830s declared Texas to bo independent
from Mexico No one can accurately
assess the tremendous effect
of this action of those men upon
taa life you lead In 1961
The same can be said of every leg
islature If you are a smoker you
probably have become adjusted perhaps
painfully to the added 5c
per
pack that you shell out dally for that
pack of cigarettes Ths last legislature
Is still affecting your Irfe at
least to the tune cf that 5c per day
Of course the last legislature affects
your livelihood your daily routine
in many other ways
The legislature now convened will
also affect your dally lives for tho
years to come For better or for
worse one thing is certainyour lifo
will never again be exactly the
same During the weeks to come 1
