REBELLION
Among Landlords
Chest out muscles flexed truc-
ulent of altitude members of tho
American Property Owners asso-
ciation In 20 cities threatened whole-
sale eviction of tenants In protest
against rental control bills now In
congress
AN OFFICIAL of tho organisa
tion composed chiefly of owners of
small property said In Tulsa Okia
COO to 1000 eviction notices would
be mailed to Tulsa tenants advising
them to vocals within 60 days Sim-
ilar action he said was expected
in Chicago Houston Kansas City
Detroit St Louis Fort Wayne
Grand Ilapids Danville 111 and
other cities
The eviction notices affected rent
controlled housing and included
houses and apartments Business
units are not under rent control
SPEAK HEADING the Tulsa
movement was a retired Baptist
minister the Itcv Wallace J
Murphy executive secretary of the
100member Tulia property owners
organisation and an honorary presi-
dent of the national association
Tho Ilev Murphy termed two
lent control bills now before con-
gress Intolerable and said we
refuse to operate so long as rental
controls ore on Owner of consider-
able property In Tulsa the retired
clergyman asserted we dont In-
tend to serve under slavery which
would take away the right to con-
trol our property It Is not enough
that we must rent our property at a
loss now they wont to fine us and
put us In lait
Landlords appeared mainly in-
censed because pending rent curb
measures would be giving the fed-
eral housing expediter right to con-
trol evictions extend rent control
periods provide trlplo damoges for
overcharges on rent and permit
fines up to S3 000 and a year in Jail
tor convicted violators
OBSEMVEnS WONDEItED If
landlords werent letting their
wrath becloud their judgment For
under existing law which doesn t
expire until late March landlords
are prohibited from doing exactly
whot the Rev Murphy and his osso
elates plan to do
The Tulsa Incident was merely
fuel to the flame of belief that it
rent curbs ore not maintained the
question of housing for those who
cannot offord to buy homes would
become even more difficult than it
Is at present
RUSSIANS
Coming to Taw
Mcssers Joe Stalin and the poll
buro so long ond so vocally derisive
of everything tho western world has
or offers were subconsciously pay-
ing that world the slnccrcst form
of flattery imitation
The Russians had come forth with
their own version of EFtP alpha
bctlcal symbol of the Marshall
plan for aid to Europe
AS THE EASTS answer to tho
European recovery plan Russia had
organized tho economic council of
mutual assistance for cooperation
with five of her neighbors Bui
fiaria Czechoslovakia Hungary
Poland and Romania
Tho purpose as outlined from
Moscow was the exchange of ex
pcrlence In the economic field the
rendering of technical assistance to
each other and tho rendering of
mutual assistance In regard to raw
materials foodstuffs equipment
etc Russia with her vast rc
sources obviously was to be the
key nation In the council
The Kremlin held the door open to
other nations The announcement
said other countries of Europe
that share the principles of the
council and wish to participate in
broad economic cooperation with
tho aforementioned countries may
joinTHAT
THAT MOSCOW was considering
the Marshall plan when Its six na-
tion council was formed was evident
In a Russian charge that the ERP
Interfered with the sovereignty of
nations and that the U S Britain
and certain other countries of
western Europe were boycotting
the six nations In trade
The Russian action may prove to
be the vital error In the Soviets
program of expansion If the system
tails to function it will serve only
to spotlight tha efficacy it the
Marshall plan and tho superiority of
the western nations In equipment
and ability to keep European com-
mitments

PEACE DOVE
Hovers in East
Hovering wings of the dove ot
peace were becoming faintly audi-
ble in the Holy Land dispute
Iarall and Egypt signed a pcrma
nent cease fire order and armistice
talks were still going on after re-
cent difficulties
THERE WERE even more slg
nlfleant developments looking to
ward final peace in the long contro
versy stemming from the partition
of the Holy Land to make the area
available as a place of settlement
and nationalization of Jews
Great Britain had capitulated
and with the British Hon on its side
the new nation of Israel had the two
most powerful nations In the world
committed to Us support
Other nations were falling in line
to recognize the Jewish state In
dications were that with the trend
apparently fully In motion Arab
opponents to the Israeli stile would
soon be standing completely alone
In their opposition
SHOULD THAT condition eventu
ate Israeli seemingly would have
nothing to fear inasmuch as its
armies already have proven a
match for Arab forces
Bible students and others re
llgiously Inclined would be quick to
see in the developments the begin-
ning of fulfillment of the old proph
ccy that the Holy Land would one
day be returned to the Jews that
they would one day become a na-
tion again with their own Hug
their own land their own govern-
ment
SURPLUSES
Curbs Arc Sought
Fearful of large surplus
wheat and cotton the government
was studying moves to prevent this
contingency
Secretary of Agriculture Charles
Brannan outlined to a senate agri-
culture committee plans to hold
down this year s cotton and wheat
crops
Brannons plan called for serving
notice on wheat and cotton farmers
that the 1010 crops they plant will
not be considered part of their
average production in figuring any
future acreage allotments This
means growers could plant fewer
acres without being penalized later
by proportionate acreage chrbs on
their crops
Under present law if acreage
controls arc renewed the overage
acreage planted by a farmer in the
five previous years Is the amount
he is entitled to plant
Mony officials felt that might In
duce many farmers to plant as
much as they can in order to have
the maximum possible acreage
when and If controls are clamped
on
Brannans plan assuring the far-
mer of no restrictive penalties
through curtailment of acreage was
seen as a possible curb on any ex
cesslve planting
About as large a winter wheat
crop as possible already has been
planted and a committee member
declared cotton farmers are pre-
paring to plant oh extra large
crop to get beneit of present high
support prices
Chairman Elmer Thomas D
Okla of the committee which
heard Brannan said legislation to
back up Brannans proposal would
be offered In con s re is

STENGEL the Professor
CASEY
was caught In what looked to be
deep thought Naturally he was
thinking about the Yankees since
Casey and the Yankees will be all
rolled up together this season
Our outfield he remarked Is
well set The best DlMaggio Hen
rich LIndell Keller ond others We
have a chance for good pitching
with Ilaschl Por
f terficld Reynolds
Shea Page ond a
few more
Catching un
certain Infield
cant hit Weve got
to find greater bv
field offense more
runs batted In We
were far in back of
the Indians and Red
Granlland nice Red Sox in that de-
partment last year Far back as
far as the infields are compared
This led to a comparison of the
five leading teams It figured up
like this
Cleveland Indians Fine outfield
belter Infield best pitching In base
ball plus good catching Stars such
as Doudreau Gordon Doby Mitch-
ell Bcardcn Lemon and Feller
Plenty of power
The Indians shape up as a very
tough club to handle we said Is
this about right Professor
That Is entirely right Casey
said A very tough outfit to handle
offensively or defensively The team
to beat If you can
This took us to the Red Sox
Highclass oulid headed by
Williams and Dom DlMaggio
Even better Infield with Good-
man Doerr Stephens and
Pesky Ragged uncertain pitch-
ing Below Indians Yankees and
Athletics In this respect
What about the Athletics Fair
outfield fair infield Doth below
Indians ond Red Sox Pitching high
class Might be better than last
year with catching close to
Yankees
What Is the Tigers ranking Red
Rolfe has a good outfield terrible
infield and firstclass pitching He
must Improve the Infield Just as
the Yankees must Kelt is a fine
ballplayer Should be better than
he was last year Rod Rolfe is due
to become a smart hustling leader
and will get more life and fire Into
his squad which has been a dead
outfit
Professor Stengel looked over
this report I guess Its about
right he said Trom what Ive
read and heard weve got a Job
ahead In handling tho Indians
and Red Sox Especially the In-
dians They are strong every-
where
If Bob Feller should happen to
have one of his big years one of
his 20 game years It might bo dls
couraglng It will be a tough league
this summer Can you imagine a
world series winner being strength
encd Improved And quite a blt7
Help from Bill Dickey
Weve got plenty to do Stengel
continued We may need two or
three infield Improvements This
has been a good infield defensively
but a poor one offensively
Im counting a lot on Bill Dickey
Bill can help our catching a lot lie
Is a fine teacher a very patient
type He can also help our pitching
Our pitching will need a lot of
thought and work Vic Raschl can
be a 20game wlnrcr He has the
makings of a star So has young Bob
Porterfleld
Now about Shea I know a
lot about him I had hint In Pert
land He did a great Job for us
and a big Job for New York In
1917 I think hell do a bit lob
again this season
Dickey will be a big help to all
our pitchers In his old days with
the Yankees he was a marvel with
young pitchers He knew how to keep
them calm and cool Pitchers like
Alley Donald who could win 10 or
12 straight
Well have to gel the best from
every pitcher weve got It we do it
will make a killing difference I
know Ihcxve got plenty
Dickey should bo able to bring
quick aid to a valuable piece of
baseball property known as Yogi
Berra Yogi is a natural hitter bet-
ter than 300 and long range to
boot He has a good arm but doesnt
know how to throw to second He
can be made Into a better out-
fielder than he is The Yogi Is a fine
competitor more than willing to
learn
Stengel has another badly un-
derrated ballplayer In Johnny
LIndell He Is better than a 300
hitter who can also hit the big
one the long one He Is a good
outfielder with a good arm He
can play first And ho could be
a useful pitcher which he once
waa
LIndell Is one of tho best oil
around athletes In the game He Is
also one ot the best all around ball-
players a ballplayer the Yankees
for some reason hava never given
his Ml due
