contractor to develop a formal process
for granting and revoking user access
to TexasSure. This process should
include an access form that requires
users to report changes in job
responsibilities that affect their use of
TexasSure and a requirement that
confidential vehicle and motorist
information be restricted, as required
by Texas Transportation Code, Section
601.454.

The Department has implemented a

sign a confidentiality agreement.
Additionally, HDI has implemented a
formal process for granting and
revoking user access to TexasSure.

the Department and other affected
agencies for change requests to the
TexasSure database.

approving contract amendments
(modifications) that should allow it to

drafted that auditors could review
during this follow-up audit to
determine whether the Department
followed its process.
The Department has considered
enhancing TexasSure by following its
ongoing certification process,
implementing clearly defined criteria
for matching vehicle registration
records with insurance policies, and
using criteria for match strength to
monitor the quality of the TexasSure
subcontractor's matching process. In
addition, the Department also
considered offering toll-free
telephone numbers for TexasSure to
assist law enforcement officers in
resolving discrepancies about vehicle
insurance.
