Six Steps to Ruin
Unless the constantly widen-
ing gap between government in-
come and outgo is closed, writes
Roger W. Babson, one of the out-
standing American economists,
six financially ruinous conse-
quences will result:
"First, continued deficits ulti-
mately lead to fear of govern-
ment credits.
"Second, unsound public cred-
it means unwillingness to lend
the government money to pay its
bills.
“Third, the treasury is forced
to print paper money to pay its
deficits.
“Fourth, the paper money falls
like a meter in value as prices
shoot sky high.
“Fifth, the buying power of
salaries,wages, savings accounts,
insurance policies, and hoods
drops to practically nothing.
“Sixth, the ruined, starving
middle class take the reins of
government by force to bringor-
der out of chaos
Mr. Babson does not think it
too late to put the government’s
financial house in order, but
quick action is essential. On a
per-person basis Federal ex-
penses since 1860 have increased
from $2 to $55 a year The ave-
rage American family of five has
an income of $1,700 It owes as
its share of the soaring national
debt, $1,375 In addition to ow-
ing this debt it must pay $275 an-
nually in Federal taxes alone.
Only an aggressive public de-
mand for retrenchment and a
balanced budget can save us
from the “six steps to ruin” Mr.
Babson describes.

Gaines, City or Seminole.
To the resident, qualified electors of
.the City of Seminole, Texaa, who
own taxable property in said City
and who have duly rendered the
same for taxation:
Take notioe that an election will be
held in the City of Seminole, Texas,
on the 19th day of July, 1937, on the
propositions and attheplace more ful-
ly set forth in the election order a-
dopted by the City Commission on the
26th day of June, 1927, which is as fol-
lows: /
“RESOLUTION
By the City Commission of the CityA>f
Seminole, Texas, calling an election
on the question of the issuance of
$10,000 of Waterworks Bonds, for
the purpose of constructing a water-
works system in and for said City,
and on the question of the issuance
of $24,000.00 of Waterworks Reve-
nue Bonds, for the purpose of com-
pleting the construction of a water-
works system In and for said City.
Whereas, the City Commission of
the City of Seminole, Texas, deems it
advisable to issue bonds of the said
City for the purposes hereinafter men-
tioned;
Therefore, Be It Resolved and
Ordered by the City Commission of the
City of Seminole, Texas^,/
1. That an election be held in said
City of Seminole, Texas, on the 19th
day of July, 1937, at which election
the following propositions shall be
submitted:
•Proposition No. 1
Shall the City Commission of the
City of Seminole, Texas, be author-
ized to issue the bonds of said City in
the sum of Ten Thousand ($10 000,00)
Dollars, maturing serially in such in-
stallments as may be fixed by the City
Commission, the maximum maturity
being not more than thirty years from
their date, and bearing interest not to
exceed five (5) per cent per annum,
payable semi-annually, and to levy/a
tax sufficient to pay the interest 'on
said bonds and to create a sinking
fund sufficient to redeem them at ma-
turity, for thepurposeof constructing
a waterworks system in and for said
City as authorized by the Constitution
and laws of the State of Texas.’
‘Proposition No. 2
Shall the City Commission of the
City of Seminole, Texas, be author-
ized to issue the bonds of said City in
the sum of Twenty-four Thousand
($24,000) Dollars, maturing serially
in such installments as may be fixed
by the City Commission, the maxi-
mum maturity being not more than
thirty years fromtttielr date and hear-
ing interest at (ne maximum rate of
not to exceed five (6) per cent per an-
nnm, payable semi-annually, for the
purpose of completing the construe
tion of a waterworks system in and
for said City, to be issued in accord-
ance with and secured in the manner
provided in Articles 1111 1118, both
inclusive, of the Revised Civil Stat-
utes of Texas, 1925, as amended, each
bond to be conditioned that the holder
thereof shall never have the right to
demand payment of said obligation
out of funds raised or to he raised
Iby taxation, secured by a pledge of
, |the net revenues from the operation of
said system, a mortgage on said sys-
tem and the pledge of a franchise to
operate said system for a term of not
exceeding twenty years In event of de-
fault. ’

2. That said election shall be held
at the following piece in said City.to-
wit: County Court Room, and the fol-
lowing named persons are hereby ap-
pointed directors of said election, to-
wit:
W. A. Cox, Presiding Judge, H. P.
Kelly, Judge, Nuel Mitchell, Clerk,
Mrs. H. N. Stone, Clerk.
3. The said election shall be held
under the provisions of Chapter 1,
ritle 22 o0he Revised Civil Statutes
of Texas,'1925, as amended, including
the provisions of Article 704, as a-
mended by Chapter 382, passed at the
First Called Session of the Forty-
Fourth Legislature, effective October
11, 1935, and in accordance with the
provisions of Chapter 163, Acts of the j
Regular Session of the Forty-Second;
Legislature. Only legally qualified
electors who own taxable property in
the City and who have duly rendered
the same for taxation shall be quali-
fied to vote, and all such electors
shall vote in the preoinct of their res-
idence.
All voters who favor Proposition
No. 1 shall have written or/printed
on their ballots the following words:
‘Proposition No. 1
For the Issuance of Waterworks
System Bonds.’
And those opposed to the proposi-
tion to issue the said bonds shall have
written or printed on their ballots the
words:
‘Proposition No. 1
Againstthe Issuance of Waterworks
System Bonds.’
All voters who favor Proposition
No. 2 shall have written or printed on
their ballots the following words:
‘Proposition No. 2
For the Issuance of Waterworks
Revenues Bonds.’
And those opposed to the proposi-
tion to issue the said bonds shall
have written or printed on their bal-
lots the words:
Proposition No. 2
Agains/the Issuance of Waterworks
Revenue nonds ’
4. A substantial copy of this reso-
lution signed by the Mayor of said
City and attested by the City Secre-
tary shall serve as proper notice of
said election. Notice Bhall he given
in accordance with Article 704 Re-
vised Civil Statutes of 1925, as a-
mended by Chapter 382 passed at the
First Called Session of the Forty-
Fourth Legislature, supra. The may
or Is authorized and directed to have
a copy of said notice posted at the
County Court House and at two other
publicplaces within said City noUess
than fifteen days prior to the/date
fixed for said election. He shall also
cause said notice to he published on
the same day in each of two succes-
sive weeks in a newspaper of general
circulation published within said
City, the date of the first publication
to he not less than fourteen days
prior to the date set for said election.
Except as otherwise provided in Bald
Article 704 as amended, the manner
of holding said election shall he gov-
erned by the laws governing general
elections.
ADOPTED AND APPROVED this the
28th day of June, 1937.
