Arnett woman is found
dead at Big Bull Ranch
Responding to a 9-1-1 call early Sunday morning at the Big
Bull Ranch northeast of Lake Marvin, Hemphill County Sheriffs
deputies found Tina Kirby, 35, of Arnett, Oklahoma, dead.
The Sheriffs office received a the emergency call at 9:49 a.m.
Sunday. The caller reported that Kirby was unconscious and not
breathing. Law enforcement officials and an Emergency Medical
Service crew were dispatched to the home of ranch hand David
Christensen, who discovered the woman.
Justice of the Peace Frankie Hill pronounced the woman dead.
Time and cause of death has not yet been determined.
Deputy Jim Bruce Graham investigated the death, with Chief
Deputy Doug Tennant assisting. Officers processed the
scene, took statements and talked to family and friends of the
deceased.
Preliminary investigations did not show anything abnormal,
according to Tennant. An autopsy is being performed by a Lub-
bock County medical examiner. No charges have been filed pend-
ing receipt of that autopsy report, which should be available later
this week.

Revised regional water plan
divides North and South Plains
In response to the complaints
of Panhandle residents, a revised
draft of the state’s Regional
Water Planning Areas has been
proposed by Texas Water Devel-
opment Board officials. The new
plan would divide what was origi-
nally a 40-county region, stretch-
ing 325 miles from north to south,
into two smaller ones.
The decision was prompted by
complaints voiced during a series
of meetings, called to allow public
comment on the plan. Two of those
meetings were held this month in
Panhandle and in Plainview for
residents of the communities en-
compassed in Region ‘A.’ At each
meeting, criticism centered
around the size of the Region, and
the diversity of water uses in the
counties which had been thrown
together.
The revised plan divides the
North Plains and South Plains
among three different regions
[see map], with the northernmost
15 counties—including Hemphill
County—in Region 'A.’ Other
counties in that region would in-
clude Dallam, Sherman, Hans-
ford, Ochiltree, Lipscomb, Har-
tley, Moore, Hutchison, Roberts,
Oldham, Potter, Carson, Gray,
Wheeler, Randall and Armstrong
counties.
Region ‘O’ encompasses 21
counties in the South Plains re-
gion, including Deaf Smith, Par-
mer, Castro, Swisher, Briscoe,
Bailey, Lamb, Hale, Floyd, Mot-
ley, Cochran, Hockley, Lubbock,
Crosby, Dickens, Yoakum, Terry,
Lynn, Garza, Gaines and Dawson
counties.
‘The October 1 initial draft ar-
eas were changed if the prepon-
derance of public comment was for
a change," according to TWDB
staff, “and [if] the change...would
not hinder the regional water
planning efforts.”
Comments will be accepted on
the second draft until December
15th.
C.E. Williams, Manager of the
Panhandle Ground Water Con-
servation District, said that divid-
ing the area into two regions will
mean an extra eleven repre-
sentatives, including at least one
more spokesman for agriculture.
“I think that’s positive,” he told
the Amarillo Daily News.
Another change proposed by
the TWDB is that representatives
named to the initial regional plan-
ning groups be limited to eleven
interest groups. Those groups in-
clude agricultural, public, indus-
trial, river authorities, counties,
municipalities, water district!
electric generating utilities, envi-
ronmental interests and small
businesses.
TWDB staff will accept com-
ments on the second draft of re-
gional water planning areas
through December 15th. The staff
would prefer consensus com-
ments on several areas in the in-
itial draft that were the focus of
public concern.
