A young federal government

pound baby girl last Wednes- j
day morning when the little miss j
decided not to wait until Mom I
got to the hospital.
Kathryn Vay Downing was ;
! born at 5:45 a.m. Wednesday ;
morning at the Downing resi- |
i dence, 4337 Darsey. Her dad,
| Joe Downing, delivered the baby
[ unassisted. A few minutes later
I a neighbor, Mrs. Rheta Knerr,
| who is a nurse, and the family
doctor came to the rescue.
Mrs. Downing and the new
j baby were taken to Methodist
Hospital where they were both
pronounced in fine condition.
They were back home by 3
o’clock that afternoon.
“Things started happening so
fast that we just didn’t have time
to get to the hospital,” Mrs.
Downing said. “My husband was
pretty nervous but he handled
everything just fine.”
The Downings have a year-old
son, Jay. Mrs. Downing’s mo-
ther. Mrs. J. K. Keith, arrived
Wednesday afternoon from

Challenging the law was a
father whose 15-year-old son
had stolen and wrecked a car.
Three courts upheld the consti-
tutionality of the law and the
father’s responsibility.
It. holds parents liable for “ma-
licious and willful” destruction
of property by children between
10 and 18 years of age.
