NOT ONLY CARELESS, BUT CRIMINAL
Large quantities of rubbish of every kind and character
have been dumped in the past along both sides of the lane lead-
ing from the oil mill to the dumping ground provided by the city.
People who have done' this are guilty not only of a breach of
decency but of a criminal act.
Although this lane is not over a half-mile in length and no
great effort is required to go on to the dump ground, the city
has recently had to spend $75 to clean up the lane. Two men
with teams put in ten days hauling the accumulated trash to the
roper place, all due to the slovenly habits of those who dumped
it there.
If the practice is not stopped, city officials are prepared to
take drastic measures. The county commissioners have offered
a reward for anyone caught in the act of dumping trash along
any public thoroughfare and the guilty will be dealt with to the
full limit of the law.

WE CONGRATULATE WHEELER
Hereafter when you refer to Wheeler don’t say town of
Wheeler. It’s the City of Wheeler now. The council took steps
necessary to put it in the city class last week, thus enlarging
the scope of authority of the council and making possible more
public improvements. The reason Wheeler’s council wanted to
get into the city class was so bonds could be voted for a water-
works system shortly.
Shamrock congratulates Wheeler on her forward-looking
action and hopes the waterworks system is the beginning of a
comprehensive public improvement program. Every community
needs an ample supply of good water and we wish Wheeler well.
PREYING ON SYMPATHY
Hundreds of Shamrock people recently received three knitted
ties through the mails from a St. Louis blind man. He asked
the person receiving same to please send him $1 or to use the
enclosed postage for their return. The fact that the man was
blind was prominently displayed on the package. If you did not
return the ties or send the money you got a second letter from
the sender and later another from an attorney.
The Plainview Evening Herald has learned the chief bene-
ficiary of the necktie deal is a St. I^ouis knitting concern which
has capitalized the blind man’s misfortune. It is of interest to
note the blind man has amassed a tidy fortune and is in no need,
according to the St. Lousi Post Dispatch. Physically handicap-
ped persons without scruples have learned they can take ad-
vantage of a big-hearted American public. Sympathy makes a
living for them; their abnormality is converted into an asset.

This will not begin to bear the ex-
pense and there has been much agi-
tation for a special session of con-
gress to grant relief.

sum which is used as building mate-
rial and as fertilizer.
SANTA FE AGRICULTURIST
SAYS CROP OUTLOOK GOOD
There will be little reduction in
the Texas cotton acreage, according
t) the report just issued by the agri-
cultural department of the Santa Fe
system, J. F. Jarrell, manager.

Texas, where cotton is doing well;
about i0 per cent reduction in Fast
and Vb»st Texas; an increase in
Northwest Texas, where rapid settle-
r.i ,.t of farm land is going on; 15
to 20 per cent reduction in Central
Texas
Diversification is being more gener-
ally practiced than last year, but
citton still is the major crop on most
Texas farms.
The acreage of Texas wheat is from
15 to per cent larger than in 1026
and is generally fair, except in the
Panhandle, where rain is badly need-
ed. Corn is doing fairly well, but
oats has suffered some from exces-
sive rains, but on the whole is good.
