El Paso And Pacific
Approval Given
For Merger Of
Two Companies
Tin* Federal Power Commission
last week-end approved the merger
of El Paso Natural Gas Co. and
Paetflo N irthwest Pipeline Corp.
to create a huge new company
wh eh will stretch from the Mex-
ican line to the Canadian border.
The aet:on will combine Into n
single system of El Paso's facili-
ties, wh!ch now serve markets In
the Southwest and California, and
Pacific’s system, which extends
from New Mexico to the United
States-Canadlan border in Wash-
ington state.
The commission’s decision came
only a few weeks after PPC ex-
aminer Daniel J Kelley recom-
mended the mercer on grounds
that It was "required by the pub-
lic convenience and necessity."
Kelly’s recommendation was made
November 20 and oral arguments
on his action were held earlier this
month.
Representatives of the state of
California and utilities In Cali-
fornia strongly opposed the mer-
ger.
Callforn'a said that It would re-
ceive no benefits from the merger
and added that the state prooably
would have to pay the cost of
higher rates which California said
can be expected from the merger.
In approving the mercer, the
commission made it possible for
El Paso, of El Paso, Tex., to bring
into its corporate structure the
Puelf’c Co., headquartered in Salt
Lake City, Although El Paso ac-
quired 99 8 per cent of Pacific's
common stock in 1957 the two
companies have been operating in-
dependently.

permarkets will compete with one
another and the housewife should
benefit therefrom.

cast that the Republicans will have
at least a 50-50 chance of success
in I960.

duction in living edits during 1960.
22. The newly imported cheap,
low-priced automobiles are here to
stay. Their importation cannot be
checked. .

lowered in 1960
24. Clothing should cost less In
11)60 In fact, most textiles and
plastics will sell for less in I960.
25. Soap and all forms of wash-
ing powder will sell for less in
I960. This applies also to "wonder
drugs" and other chemical pro-
ducts.
2G. Cost of wooden homes — due
to labor — will advance In price
during I960 Cement and modem
machinery will displace bricklay-
ing. Hence, there may not be
much increase in the cost of build-
ing fireproof apartment houses
27. The cost of electronic ma-
chinery should be higher because
of the growing demand for auto-
mation to offset the rise in wages.

tainless) — from the tableware

build bridges — will be in greater
demand in I960.

these Annual Outlooks, I shall
not take a position on the Dow-
Jones Average for I960 I am. how-
ever, Inclined to believe that the
stock market in general will hold
up at least until after the election.
Then there may come a break,
w h.chever party wins the election
next November.
42. I forecast 1960 will be the
year to buy good bonds. United
States Government Bonds yield-
ing 5 5 are a great bargain. Any-
one buying them is bound to make
money I also like all non-taxable
bond* and also some taxable but
convertible bonds.
43. I forecast some chemical
stocks will still be a buy in 1960.
although they yield little income
and are good only as growth
stocks.
44 There will b" failures by the
thousands among those companies
now issuing electronics stocks.
Electronics issues have become a
j popular fad. There is also unem-
ployment ahead for mnnv who are
now working In electronics fac-
tories.
45 I forecast that the stocks of
electric power companies, but not
those of large cities, will be in
greater demand in 1960
46 Of all stocks. I forecast that
United Fruit may be in most de-
mand for 1960
47. I predict that only a few rail-
roads will be popular during 1960.

Pacific, Northern Pacific, and
perhaps Southern Paciflr and At-
chison. I am bearish on Pennsyl-
vania Railroad. New York Central,
New Haven, and all short lines ex-
cept for the Norfolk A- Western,
my "pet gravity road " I also fear
a short railroad strike
43. Failures will continue to in-
crease during I960.
40 I forecast that the huge
national roadbuilding program will
give an uplift to business as It pro-
gresses.
50. There will be no marked
changes in money rates during
1960 Inflation will gradually con-
tinue. but may not be serious dur-
ing 1960
The best investment policy dur-
ing 1960 will continue to be a
well-diversified portfolio with one-
third in stocks for possible growth
profits, one-third in bonds for
safety and income, and one-third
In cash in order to have funds
available for investment In the
severe and sudden drop In the
stock market which will come some
day.
Conclusion
The three handicaps to American
business in 1960 will be increas-
ing Installment purchases, the un-
fair demands of labor union lead-
ers, and President Eisenhower's
physical condition. The three
hopes for America are our church-
es, our schools, and our praying
parent*.
