Texas Workforce Commission
Qualifying for TRA Benefits
How to be paid while learning a new tradeAfter DOL certifies your trade petition, TWC sends you a TAA trade
notification packet (Form BT-1) with an application for Trade
Readjustment Allowance (TRA) benefits. Or, you may call a UI Tele-Center
at 1-800-939-6631. You are potentially eligible for TRA benefits after you
exhaust all your regular unemployment insurance (UI) benefits. There are
critical application deadlines for TRA eligibility, so do not delay.
While you are still receiving regular UI benefits, visit a career counselor at
your Workforce Solutions office to ensure that you meet the deadline for TRA
benefits. You should apply for TRA while receiving your regular benefits, so
plan ahead.
You meet the TRA deadline for benefits if:
You enroll in TAA training within 26 weeks of certification of the
petition or layoff; OR
Your career counselor gives you a form that temporarily exempts you
from training for a specific reason within 26 weeks of certification of
the petition or layoff.
If you do not meet the deadlines, you will lose TRA benefits. If you have
additional questions, call the state TRA unit at (512) 463-2999.Health Coverage Tax Credit (HCTC)
You may qualify for HCTC if you are trade-certified,
eligible for TRA, receiving TRA or UI benefits; and
participate in a qualified health plan.
The Internal Revenue Service (IRS) will send you
an enrollment packet after TWC notifies it of your
potential eligibility. Get more details at www.irs.gov
or call 1-866-628-4282. Deaf or hearing-impaired
individuals, dial 1-866-626-4282 (TTY).6 TAA Handbook
