ures as urban residents.
Based on the total estlmnte of 100.-
000,000 made by Dr. J. A. Hill, chief
statistician of the bureau, the number
of people living In cities and towns,
If the percentage Is 01, would be
03,500,000 and 51,450,000 In rural ter-
ritory.
The Increase In the proportion of
urban population to rural bus been
manifest since 1820. and has been
steady and rapid since 1880. This In-

Reorganization of the Secret Service
PLAN’S for n reorganisation of the
bureau of Investigation, the Ameri-
can secret service, have been perfect-
ed. The country will he divided Into
nine divisions, each under a superin-
tendent, who will huve headquarters

K. J. Brennan, who has been In
charge of (he Uhlcngn district, Iiiim
been designated ns superintendent In
charge of the fifth division, to Include
Illinois, Wisconsin, Minnesota, North
Dakota east Missouri and western
Michigan, with headquarters In Chi-
cago.
William J. Flynn, who became head
of the bureau several years ugo, stays
In that post and L. J. Haley, who has
been the agent In charge of the At-
lutttii (Ga.) office, goes to Washington
to he assistant director and chief of
the bureau.
The reorganization plan was deter-
mined upon pnrtly because of the fail-
ure of congress to give the bureau the
same appropriation as In past years
and pnrtly because It was believed to
provide n better system for rapid and
efficient work. Congress Inst yeur gave
the bureau $0.0»X),000, but this yeur It
cut this amount to $2,000,000.
Under the new plan the first division
will he made up of New England and
the slates of New York und New Jer-
sey. with headquarters In New York.
The third will tuke In South Carolina.
Georgia, Florida, Alabama, Mississip-
pi. the western judicial district of
North Cnrollnu anil the eastern district
of LoulsItuiM and I’orto Rico, with
headquarters at New Orleans. The
fourth will take In Ohio, Indiana. Ken-
tucky, TennesNoo and eastern Michi-
gan, with headquarters at Cincinnati.
The sixth will Include Iowa, South
Dakota, Nebraska, Colorado, Kansas,
Oklahoma ami ArkaiiHug, ami western
Missouri, with headquarters at Kansas
City. The seventh will comprise Tex-
as. New Mexico, Arizona and western
Louisiana, headquarters Salt Antonio,
