“Zoning is only the
mechanism to control land
use," Rifaat pointed out.
“We must decide upon
ultimate goals, then develop
a plan, then use zoning to
implement the plan."
The list of 21 problems
discussed by Rifaat obvious
ly stemmed from the
hundreds of interviews of
citizens, businessmen and
civic leaders by the four-man
interview team. The range
covered:
Residential areas Pro
tection of residential areas
and creation of neighbor
hood recreational centers,
basically through strategic-
street closings which would
control through traffic.
Traffic and parking A
major issue covering control
of high density period traffic-
on Bellaire and Bissonnet,
downtown parking in the
esplanade, through traffic on
residential streets and a
look to the future the
problem of increased traffic-
generated by such new
developments as Prudential,
Sun Oil, Texaco, the Mel
Powers and Hansan
(Sperry Uni vac et al) pro-
jects on Bellaire at Loop 610.
The parking situation
around Bellaire High School
was discussed.
Business district Land
consolidation and revitaliza-
tion of downtown Bellaire
including the creation of a
new special pedestrian
shopping mall, using West
bury Square perhaps as an
example.
Looping Together — De-
velopment of bicycle and
pedestrian trail loop to tie
together the east and west
sides of Bellaire as well as
residential neighborhoods.
Civic Center Creation of
a newcommunity center
complex and the develop
ment of an open space
square a Village Green
for Belaire Citizens.
Loop 610 The impact of
610 on Bellaire as a
superhighway, and dev
elopment potentials of the
Loop 610 Corridor.
These were but a few of
thh “problems" discussed,
which also included such
subjects of non-existent
sidewalks and pedestrian
paths, spot zoning, enforce
ment of the city zoning code
and public transportation.
Rifaat said that the Loop
610 Corridor would be the
first of six main project area
studies to be concentrated
upon, this to begin in
January. Three other “main
project” areas Downtown
Bellaire, Residential Neigh
borhoods and Civic Affairs
will folloow immediately.
