On Tuesday, November junior highs participated in
12, the first Number Sense the contest and each
tournament, of the year was contestant competed against
held at Johnston. Eight only those in their own
grade level. Johnston won
the sweepstakes trophy and
crushed all opposition as
they finished with a total of
28 points. Three schools,
Fondren, Hartman and Long
tied for second with 6 points.
Sharpstown had 5 points,
Thomas 2, and two schools
finished, with no ppoints at
all. Johnston winners in the
ninth grade were; first

announced. They are:

Congratulations to the
Johnston Speech Club as
they won Grand Sweep-
stakes in the M. C. Williams
Speech Tournament recent-
ly. There were thirteen
different trophy winners for
Prudential hearing set
Bellaire's City Council
Monday night set the public
hearing for Monday, Dec. 6,
at 7 p.m. on the Prudential
Insurance Company’s
$25,000,000 Southwestern
headquarters project.
Council also:
Approved purchase of two
three-quarter ton trucks for
$7,273,66. on a low bid from
Bud Moore Chevrolet (nine
bids ranging down from
$7,499 were received).
Johnston including Ricky
Chanon who won two
trophies and the Outstand-
ing Speaker for boys at the
tournament.
Golf Club officers for this
year were recently announ-
ced. They are; president-
Bobby Capps, vice-presi
dent-John - Cowart, and
secretary-treasurer-Kevin
Harris.

commending that site and
building plans be approved.

Increased from seven to
nine the membership of the
Planning and Zoning Com-
mission, and approved the
nine members (see story
elsewhere).
PAUL STRONG RETIRES

mid-1980s, when he repre-
sented Bellaire as a member
of the law firm of Fulbright
& Crooker. Following Naval
service during World War
II, Strong was named city
attorney in 1946, serving in
that capacity until 1972,
when ne was named
associate city attorney while
breaking in a new one.
On hand in the standing-
room only crowd were four
former mayors, 16 ex-
councilmen, two former city
managers, two former city
clerks and scores of city
Mayor Joe Poindexter got
the ceremonies underway
with a brief resume of
Strong’s legal career with
Bellaire and Strong res-
ponded by thanking present
and past city officials “for
the sentiments expressed
and for their wonderful
cooperation in carrying out
the the city’s legal obliga-
tions and interests.
Paul Strong noted that his
experiences in defending
Bellaire’s zoning laws over
the years had resulted in
national recognition, includ-
ing hhis appointment in 1966
as Chairman of the Commit-
tee on Planning and Zoning,
National Institute of Muni-
cipal Law Officers, and later,
as vice-chairman of the local
government section of the
American Bar Assn.
Strong said two cases
afforded him the most
satisfaction -one upheld by
the State Supreme Court
affirming the city’s right to
require removal of a front
yard fence to make it easier
for police patrols, fire
fighting and removal of
hiding places for criminals;
and tne other, in which the
courts rejected an effort by
West University Place to
annex Bellaire.
Former Mayors attending
the retirement ceremonies
were Bob Watts, Bill Rouse,
Henry Hodell and Grant
Webster. Former Council-
men present included John
Fitzgerald and Charlie
Gribble (1950-52), John
Cook, Pete Gohlke, Bob
Lockwood, Earl Kelly,
Emory Carl, Bob Geyer, Jim
Skelton, Ed Milwee and
Jack Gurwell. All four
mayors also had served as
councilmen.
Former City Managers
Gary Summers and Tom
Heffington, and former city
clerks Nellie Gallagher and
Ruth Whileyman were in the
audience. City employees
laid out the cookies and
coffee and almost all ladies
present at one time or other,
including former mayor
Webster’s wife Helen,
poured.
