gan to slow the tide of legislation
passed5 by the Senate as the June 2
adjournment deadline closed in.

ume on the local and uncontested

CLUB RULES FIRMED —
Liquor Control Board announced
its final version of new rules to
clamp, down on private bottle clubs,
effective September 1.
Club “guests” cannot pay cash or
share in club services unless in the
company of a member or present
on his personal invitation. Clubs al-
so would have to maintain written
records showing when members
were admitted or removed, have a
membership committee or govern-
ing board to pass on memberships
and operate with at least 25 mem-
bers.
Other new rules include keeping
permanent records of all transact-
ions involving the pool system or
maintaining separate storage lock-
ers, for each member if operating
under the locker system, filing
quarterly reports to Texas LCB on
|pool transactions and requirement
that regular food service be provid-
ed5.
THE EYES HAVE IT —
A battle that has raged for .almost
20 years between the chain store
land independent optometrists has
'been tentatively resolved by the fin-
ial passage of a “compromise” bill
worked out by Sens. Jack Strong
land Tom Creighton. Bill sent to the
governor spells out a stiff code of
ethics and advertising for the in-
dustry—something the non-advertis-
ing operators have wanted for
years.
Big feature provides that there
will be no more “one price” ads.
In the future, ads will have to car-
ry the lowest 'and highest prices of
lenses in Stock.
On another health front, the legis-
lature has sent to the governor a
(bill to license and1 regulate the hear-
ing aid industry. It was passed with
the full approval of the industry
which worked1 closely with the law-
makers on prefecting the bill.
AG OPINONS —
Texans not registered as voters
cannot serve as school district trus-
tees, Atty. Gen Crawford Martin
ruled in a new opinion requested for
Honey Grove (Fannin County)
schools.
— In other recent opinions, Martin
concluded that:
— A legislator can run for office
where pay was increased by legis-
lative session when he was a law-
maker if the term doesn’t overlap.
— Employment of adult probation
officers is not subject to county
commissioners’ court approval.
— A School board of trustees does
not have the authority to suspend a
student for any act, such as posses-
sion or use of dangerous drugs, un-
less the board has adopted a rule,
regulation or general policy cover-
ing such conduct or unless the act
violated state statutes covering “in-
corrigible. conduct.”
— National Guard Armory Board
may act independent of the State
Building Commission on develop-
ment of armory construction and re-
lated projects and awarding of bids,
— A state department head may
decide whether to 'allow payroll de-
ductions of state employees’ contri-
butions for group insurance pre-
miums.
— Industrial Accident Board can-
not award an attorney a fee for fatal
injury cases but can allow reason-
able expenses for preparing and pre-
sentation of claim.
VOCATIONAL EDUCATION —
State Advisory Council for Voca-
tional Education has unveiled its
new master plan for new directions
in educating students for • industry.
The three-part program calls for
spending the state’s $16 million fed-
eral allocation for vocation educa-
tion. A formal public hearing on the
plan will be held June 7 at the re-

What will the new plan do for the
students? John Guemple, assistant
commissioner for vocational and
adult education, explained it this
way:
“The state plan puts new strength
in the standards of the vocational
and adult programs, sets up special
advanced courses for highly skilled
craftsmen in junior colleges and
James ConnaJly Technical Institute
in Waco, and even affects the pre-
tparafcion of teachers themselves.”
Texas operated1 more than 8,300
programs in vocational education
during the 1968-69 school year. This
will increase to 8,700 programs in
September of this year.
SHORT SNORTS —
State Supreme Court invalidated a
$557,198 contract for improvement
of the San Antonio water system be-
cause a member of the city electri-
cal examining and supervising boa-
rd was president of the company
which entered1 the successful bid.
House Speaker Gus Mutscher er-
ased any doubt as to his immediate
political plans by announcing for
re-elction as speaker in 1971 and
hinting he will be around after that.
A legislative resolution seeks 1970
political party referendum® on day-
light saving time.
Governor’s Committee on Aging
'granted $189,220 to programs for the
elderly in Big Springs, Mercedes,
El Faso, Georgetown, Borger, Hous-
ton, Austin and Fort Worth.
Governor Smith asked President
Nixon to declare Johnson County
and Blum in Hill County major dis-
aster areas for flood aid.
New Boling Community State
Bank, Wharton County, seeks char-
ter from the State Banking Commis-
sion.
William M. Steger of Tyler has an-
nounced as a candidate for the
state Republican party chairman-
ship.
Gevernor Smith has written to
the Texas delegation in Washington
urging them to oppose any attempt
to further reduce the number of
questions to be asked in the 1970
Census, saying he’s convinced that
proper safeguards for insuring pri-
vacy of the census have been pro-
vided'.
Bertha Williams visited with her
friends, Dr. and Mrs. Pike at Sub-
leftt, Kansas, for one week. The
Pikes brought her home on Sunday
night. Mrs. Pike was guest singer
at the Baptist Cbprch that evening.
