Tax Man Sam Sez:
The new thing in auditing income
tax returns this year is that the
computer gives a “score” to each
taxpayer with an income of less
than $10,000. Next year the com-
puter will “score” everyone (and
if you made more than $10,000 don’t
think that the computer will forget
you until next year.
A score is determined1 by how
close the return comes to what IRS
considers the norm for a taxpayer
of that income bracket with that
particular type of business, with si-
milar dependents or deductions,
with that particular variety of in-
come sources, in that geographic
area, etc.
“Nation’s Business” magazine re-
cently reported that 2.5 million
returns receiving the poorest score
in 1969 will be reported- back
to the regional and district offices
and will be thoroughly audited. If
your return gets a good score at

Martinsburg it most likely will nev-
er be audited. However, returns
which “flunk” the score will be
“eyeballed” at length at the taxpay-
er’s IRS district office. Here the
trained tax pedple review the me-
chanical thinking of the digitized se-
lector and rule out those oases
where it is obvious the taxpayer
does not need an audit.

State Senator
This has been the “screwiest —
craziest — spendingest” legislative
session I have ever observed. The
poor people of Texas will never
know what has happened except that
their taxes will be up — up — and
up! Filibusters after filibusters
have been staged in order to block
some of these spending measures,
ibut the old “power bouse” rolls on.
First, it was the Tech Medical
School, and without a large popula-
tion from which to draw clinical pa-
tients, it will have to be largely sup-
ported by state funds. For instance,

11 Accidents Are
Checked By Patrol
In County For April
The Texas Highway Patrol invest-
igated 11 accidents on rural high-
ways in Carson County during the
(month of April, according to Serge-
ant C. E. Henderson, Highway Pa-
trol Supervisor of this area.
These crashes resulted in one per-
son killed, five persons injured, and
lan estimated property damage of
$5,150.00.
The rural traffic accident sum
mary for this county during the
first four months of 1969 shows a
total of 66 accidents resulting in
four persons killed, 28 persons injur-
ed, mid an estimated property dam-
age of $49,662.00.
School is now out, and this is the
signal for summer vacations to be-
gin with hundreds of thousands of
people heading for the open high
ways.
To help insure a safe vacation and
summer driving, the sergeant sug-
gests that you have the following
items on your car safety checked:
1. Check the tires for worn and
cut spots.
2. Check the Steering and wheeel
'alignment.
3. Check all lights and mirrors.
4. Check springs and shock absor-
bers.
And as a final reminder the driv-
er sbjoul be prepared for “Defensive
Driving.”
The University of Texas Medical
(School at Dallas contributes around!
thirty million dollars every two
years to that medical school at the
local level — from local funds and
patient care. The same is true of a
U.T. school at San Antonio, Galves-
ton, and now Houston.. Without that
local support, the state will neces-
sarily be called upon to pay the bill.
And now there is the Coordinating
Board’s recommendation for the est-
ablishment and building of senior
colleges in Dallas, Corpus, CShristi,
Paris, Harlingen, and still another
one in San Antonio. I have already
told you that Chairman Tom Sealy
of the Coordinating Board estimates
the establishment of all these scho-
ols will cost tour hundred million
dollars more, when you consider the
future maintenance and operation,
there is no way of estimating the
the cost. Yet, there has been so
much trading going on, in the Sen-
ate 'that every single school men-
tioned1 has had more than enough
votes to bring them up for consider-
ation and to pas®.
Needless to say, the dental school
at San Antonio and the medical
school at Houston are very proper-
ly located and greatly needed. But
these two represent only fifteen or
twenty per cent of the total called
for expenditures.
There is a hill pending, and out of
committee, that will permit the Co-
ordinating Board to make contracts
tor per capita contributions or allot-
ments for students to attend private
schools of higher learning. This
would relieve us from building all
these terribly expensive institutions.
It would be a lot cheaper for the
State of Texas, and the results
would be just as good —• maybe bet-
ter in some instances.
