Mrs. Bob Patterson was hoss
teas to the W. M. U. of the First
Baptist Church Monday after-
noon at her home in the north
part of town. An interesting
program on Home Missions was
rendered, with Mrs. Earnest
James as leader. A delightful
plate lunch was served by the
hostess to 17 rueiftbers present.
The City Council of Carrollton haa
found a way to build a sewer system,
provided the citizeus will support this
proposition. To determine the attitude
of the people in reference to the mat-
ter a Mass Meeting has been tailed
for Tuesday alternoou, April 6th, at
three o’clock, at the Liberty Theatre.
We give below an outline of the
proposition. This should be consid-
ered carefully and everyone Interested
should be present to hear a full dis-
cussion of this important matter. Be
ready to ask any questions on any
point you want explained. The city
officials want the citizens to decide.
Your support Is necessary—so con-
sider the matter carefully and come
to the meeting.
As all know our waterworks system
Is progressing nicely. The bonds have
been voted and sold tor a handsome
premium. They will be delivered to
the purchaser and the city will have
the money as soon as our Board of
Muallzatlon completes the tax rolls
so that the Attorney General can ap-
prove these bonds. Our engineers, the
Municipal Engineering Company or
Dallas, have been of great assistance
In the Issuance and sale of our bonds.
The premium received for these bonds
will pay a large part of the company's
fee. This firm Is also co-operating
with us on the aewer*matter, and they
advise that we proceed with the sewers
at this time.
It was necessary to first assure an
adequate water supply as a sewer sys-
tem will not operate without a plenti-
ful supply of water, however the sewer
lines must be Installed below the water
mains, therefore it Is a matter of
economy to put the sewer pipe In first.
Owing to our tax limit of 11.60 the
city Is not able to vote and issue
enough regular bonds to build a sewer
system, therefore It haa been neces-
sary to find other ways to finance the
sewers.
The City Council has decided on the
Revenue Man. The Municipal Engi-
neering Company and Mr. O’Neil of
Dallas are the orlgluatora of this plan
for financing sewers for the smaller
towns. These people have for twenty-
five years been advocates of Municipal
Ownership of waterworks and sewers,
and they say that any town can own
both, and they back up this statement
with their services and money. They
are financing six other systems on this
plan at the present time.
A sewer system requires NO labor
or fuel to operate, it ts a gravity drain
age system and operates automatically,
| the revenues are practically all net,
the greatest expense is collecting the
rentals. Therefore a sewer system Is
the most profitable utility a city can
own. It will pay for Itself out of Its
revenue.
Under the terms of the agreement
with Mr. O’Neil the system will be
built under the supervision of the
Municipal Engineering Company and
turned over to the City upon final
completion without expense by the
city. The City will Issue and deliver
to Mr. O’Neil, Sewer System Revenue

Bonds to cover the cost of the gyatem.
The priucipul and interest ou ihc-ae
bonds is payable solely from revenues
of the Sewer System and the bonds
are to be secured by a mortgage on
the Sewer System. Each bond will j
have printed on Its face the following
clause: “The holder hereof shall
never have the right to demand pay-
ment ol' this obligation out of auy
funds raised or to be raised by taxa-
tion''. The bonds will mature aetialij
over a period of twenty-live years, and
will draw interest at the rate ol o per
cent per annum. To provide for the
interest and principal the City must
pledge and bet aside, out of the reve-
nues of the System, an amount suffi-
cient to pay principal and interest as
same matures.
As the Revenue Bonds to be issued
to Mr. O’Neil must be endorsed by
hii« before he can sell them, it is
necessary that he have reasonable as-
surance that sufficient revenue is
available to provide for their pay-
ment. It is also necessary that the
City Officials and the Engineers know
what property owners will use the
sewers and pay a charge for the ser-
vice and where the property is located,
as no lines will be built which will not
be profitable to operate.
Therefore, before the construction
of the Sewer System can start it is
necessary that the City be able to
show contracts with owners of prop-
erty in the city whereby the citizens
shall agree to connect with the Sewer
System and pay a monthly charge for
the service so long as they own the
property, or until all of the bonds I
have been paid off. The charge for
the service shall be fixed by the City
Council but shall not exceed |2.00 per
month for residence and 64.00 per
month for business houses.
Thus you will see that the rate for
aervlce will depend largely on the
number of connections. In other words,
the more contracts the City secures
for Sewer Service, the lower the
monthly charge will be.
As the Sewer System will be prac-
tically automatic ^nd will not require
any upkeep and' operating cost, prac-
tically the entire revenue can be ap-
plied to paying off the indebteduess.
This form of financing of such util-
ity la becoming increasingly popular
aa It places the burden of financing
upon the users of the utility In direct
proportion to the amount of service re-
ceived. In this way the System pays
for Itself.
It la not the Intention of the City
Officials to charge for sewer service
whA the connection la not being
used, aa for Instance when rent prop-
erty may be vacant. Enough contracts
must be secured so as to have a mar-
gin of approximately 10 per cent for
such contingencies.
Elsewhere in this Issue you will find
a form of the agreement to be signed
for sewer service.

day afternoon—8:00 o'clock—at The
Liberty Theatre.
