The Penny Art Fund was a fundraiser for art started by the General Federation of Women's Clubs in 1930 and adopted by Texas in 1933. Scrapbook containing records relating to the Frances B. Fisk Student Art Loan Fund and the Penny Art Fund. The Penny Art Fund was a fundraiser for art started by the General Federation of Women's Clubs in 1930 and adopted by Texas in 1933. The Fiske Student Loan Fund was a program sponsored by the Sixth District of the Texas Federation of Women's Clubs (including Abilene) and contributions were initially used to sponsor students from West Texas to the Art Institute of Chicago.

A.M. Carpenter was chairman of the loan fund for several years.

Clippings and letters from the 1950s indicate that one beneficiary of the money was a student studying abroad.
