Recession: how bad
Dear Kditor: Mow bad is
the recession and how long
will it last? The old adage
about talking to three
economists and getting four
answers is probably appli
cable. Some of the slowdown
is energy related. This sum
mer's gasoline shortages
reduced consumption. Much
of the inflation is altribut
able to energy costs. Retail
sales are sluggish.
Many economists, along
with Members of Congress,
are proposing a tax cut next
year to stimulate the
economy.
Hut I believe it is too early
to jump on the taxcutting
bandwagon. Just about
everyone believes the reres
sion will be mild, lasting just
a few months. A special task
force of the House Itudgel
Committee has just issued a
report, which agrees with
this assessment. The panel
recommends a cautious
approach on any major
policy change unless the
recession get s much deeper.

has been to balance the
budget. I believe that big
bidget deficits are a major
cause of inflation. Congress
has sought to reduce the
deficit lor Fiscal Year l!tK0,
with a goal i t balancing the
budget in FY 1981. The
recession could alter this
course a bit, but seriously
tampering with the policy
could derail the goal of
balancing t lie budget.
The task force recom-
mended pulling off Un-
balanced budget target for a
year, but any postponement
should not change our course
to gel our finances in the
black.

Many sectors of the
economy remain on gener-
ally solid footing. Farmers,
lor instance, are enjoying
I he Iruils of their labors, and
farm income could be up this
year.
Cutting taxes to solve
recession and inflation only
leads to slerfer budget
deficits and higtiet inflation.
We all may have to t ighten
our bells a little further.
Changing consumption
habits may cause parts of the
economy some temporary
pains. Yet, the eountryis
resiliant. Allowing some
retooling to meet new
consumer demands makes
more economic sense than

safety training film on fire
prevention and home safety
Monday, August 20, at 7:30
p.m. at the Bluebonnet
Acres Fire Department.
Anyone interested in fire
prevention is invited to
attend.
Such a surge of develop-
ment would "put the city in a
money squeeze for a while,"
lie said, even if the situation
"eventually corrects itself."
SERVICES HIT
Services such as schools,
housing, water and other
utilities would be hard hit by
rapid development, said
Lattimore.
He also warned that if
population density grows in
the city, septic tank sewage
systems, even on lots of
one-third to one acre, could
cause "problems." It might
"be well to require sewer
lines" for new subdivisions,
he said.
lattimore told the group-
that his firm is now working,
on the initial phase of a state
"701 planning grant" for
Bastrop and that part of the
project will be to develop a
"good drainage plan" for the
city and to do an "in depth
analysis" of the water and
sewer systems which will
"anticipate growth."
PRIORITIES
Those studies in turn can
be used to help "set
priorities for an overall plan"
for basic city services which
could be built and paid for
over "15 to 20 years" by
bond issues and possible
grant funds.

the city's "extra-territorial
jurisdiction" of one-half mile
