Gentlemen:
We have examined the balance sheets of the various
funds of the City of Bastrop, Texas as of March 31,
1979, and the related statements of revenues and
expenses and fund equities for the year then ended.
Our examination was made in accordance with
generally accepted auditing standards, and
accordingly included such tests of the accounting
records and such other auditing procedures as we
considered necessary in the circumstances.
The City of Bastrop has kept its records and has
prepared its financial statements for previous years on
the cash basis with no recognition having been
accorded accounts receivable, accounts payable, or
accrued expenses. At the beginning of the current
year, the City of Bastrop adopted the accrual basis of
accounting, with which we concur. Although
appropriate adjustments have been made to fund
balances as of the beginning of the year, it was not
practicable to determine what adjustments would be
necessary in the financial statements of the preceding
year to restate results of operations in conformity
with the accounting principles used in the current
year.
In our opinion, the accompanying balance sheet and
the related statements of revenues and expenses and
fund equities present fairly the financial position of the
various funds of the City of Bastrop, Texas, at March
31, 1979, and the results of operations for the year
then ended, in conformity-with generally accepted
accounting principles.

The 1979 fall semester at
The University "f Texas at
Ausiin will "pen under the
leadership of a new presi
dent, Dr. Peter T. Flawn, an
internationally known geolo
gist who is a former
president of I'T San Antonio
and a long-lime member of
the I'T Austin faculty. He is
a former president of the
Geological Society of Amer-
ica.
Dr. Flawn has expressed
great optimism about the
University, noting that it has
the financial capability of
becoming the nation's great
esl institution of higher
learning.
"However, no institution
can be great if the larger
society is afraid of greatness,
if it turns away from
greatness," he savs.
ORIENTATION
The first activity of the fall
semester will occur August
28 when a day long orienta-
tion is held for new students.
Registration, to be con-
ducted in UT's Special
Events Center, will be held
August 28-30. August 31 has
been set aside for students
tn add or drop courses.
The University will be

September 3. Fall classes
will convene September 4.
The Texas Longhorns will
play their first home football

bei 22 against Iowa State in
Memorial Stadium.

students who are expected
tn register this fall will
return to campus to find the
t'irst phase of the College of
Fine Arts and Performing
Arts Center complete. The
move into the Fine Arts
Library and Administration
Building occurred during the
summer. The five-building
complex is being constructed
in several stages, withthe
Music Building and Recital
Hall scheduled for com-
pletion in late fall 1979 and
the 3.000 seat Concert Hall,
Drama Workshops and
Opera Laboratory Theater
in 1980.
Construction is underway
on a Pharmacy Building
addition, which will more
than double existing space.
The five-level addition will
provide new classroom and
laboratory teaching facili-
ties. administrative and
faculty offices for the College
of Pharmacy.
L AW ADDITION
Also under construction is
an addition to the Law
School's Townes Hall, which
will be completed at the end
of 1979. The six level
addition will provide space
primarily for the large law
library bul also will have
some space for faculty
offices, study lounges and
support facilities. The Law
School will have a new dean,
Priif. John Sutton, who has
taught on the faculty since
1957 and is a specialist in
evidence, legal ethics and
torts.
Among new courses plan-
ned for the fall semester will
be Traditional Chinese
Thought and Culture, Am-
erican Cults, Introduction to
Man's Physical Environ-
ment, and Roman Civiliza-
tion: Athletics and Sports.

Fall semester classes
begin September 3 at Texas
A&M University, the state's
oldest public institution of
higher learning.
An estimated 31,000
Aggies are expected to be in
attendance for the fall
semester, according to Mel-
vinLaSell, assistant director
of planning and institutional
analysis.
Students who have not
already registered for fall
semester classes during
spring pre-registration or
summer orientation sessions
for new students will be able
to sign up for courses
August 27-30.
Awaiting those Aggie
students will be a faculty of
over 1,700, of which more
than 75 per cent hold
doctorates, with nearly
two-thirds earning their
highest degrees from insti-
tutions outside of Texas.
Also awaiting new and
returning students will be a
variety of renovated and
remodeled buildings and
facilities.
KYLE FIELD
Most notable among the
new or remodeled structures
on the campus is fhe Kyle
Field renovation project.
The remodeling project,
which began in December of
1978, will expand the
stadium's seating capacity
from approximately 50,000
to 71,000. The football
viewing portion of the field
will be ready for the October
13 game against the Univer-
sity of Houston.
Also expected to be
completed by the time the
students arrive on campus
for fall classes is the
renovation of Heaton Hall
(known to former students
as the Old Exchange Store
Building), Leggett Hall and
the construction of a new
modular dormitory for
women students.
Other construction pro-
jects currently underway
include the Academic and
Agency Building, scheduled
for completion in January,
1981, a married students'
apartment complex, a clini-
cal sciences building for
veterinary medicine and a
new chilled water plant on
the Old Food Protein Center
site on the western portion
of the campus.
