he has been greatly annoyed through hav-
ing to lneaiignte baseless reports of yel-
low fever.

Louisiana waters and believed tha facts
a laid before him that they had really
transcended their authority In taking ves-
sels out of Louisiana waters to the Ship
island Quarantine tat ton. h turned a
new trick In th opera boutf warfare and
put the drinks on Oovernor Blanchard.
Through th co-operation of th Federal
authorities he ha suddenly eliminated
the Stat of Mississippi as a factor in th
controversy and put It up to Louisiana
and the Fedreral go eminent. For two
days he has been protesting that he has
not called out the miUtla to maintain
quarantine despite the fact that there ar
a hundred men belonging to different
military companies in uniform and under
arms and under the direct command of
the adjutant general of the State doing
guard duty on the coast. But it was not
until last night that he announced that
all of these men were under the pay of
the marine service and subject exclusive-
ly to its orders. He also announced that
his mosquito fleet was under the control
of tbe marine hospital service and that
he had nothing to do with It. But Thurs-
day he gave out an Interview In which
he said that he had given orders that
they were not to Invade Louisiana and
that Louisiana's rights were to be re-
spected. Th ruse was not pi Into effect soon
enough however to be completely suc-
cessful. It saved the -Qraoe. the flagship
of the mosquito flet but tt did not save
the schooner widen had been stationed at
Lake Borgne canal and which bears the
suggestive name of "Tlpse-y." This ves
sel had not received ihe latest orders
and. when the naval brigade schooner
lured It on to give chase tbe Mlsslsstp
piais gave chase and wound up as pris-
oners of wsr They ware In the attitude
of the man who caught a bar and then
wanted somebody tu help hiui let go As
soon as the Mlsia.ilppi boat hove up
alongside Lieutenant Ivy and his firteeu

deputy sheriff formally announced to the

rest. They submitted quietly and the
omy paper they could produce was on-s
signed by J. H. Neville commissioning
It as a quarantine guard. The crew were
allowed to go but two of the officers
were arrested and spent last night In the

The Grace would have been taken at
the Rlgolets bridge Id the same way but
for the absence of the sheriff of Orleans
who had returned to tbe city by the
early train. The commander of the 8 '-ate
naval forces there did not wish to make
the arrests without the presence of the
sheriff He however found that Cap-
tain Blunt bad no more authority for his
presence there than did the commander
of the Ttpsey. but allowed him to go.
with a warning to pull down hi yellow
quarantine flag. which was heeded.
Blunt said that ne was also acting under
orders of Captam Chaytnr of the revenue
cutter Winona bu t t hese were ver bal.
The Grace steamed away but ran afoul
of another of the Louisiana boats which
did not know of the conference between
the commanding officers and the captain
of the Grace and made her a prisoner
She came tack to the Rlgolets with her
colors lowered but this time produced
to Captain Boatlck papers showing that
she was acting its an assistant revenue
cutter Srre was released fr the second
time and then steadied away.
Since the arrival of the Ivouislana ar-
mada at the Rlgolets the Ioulslana flsh-
maT boats have been Allowed to come and
go at will. A launch was sent around
to all the fishtng settlements to tell tbe
men that they could go where they
pleased In Louisiana waters and would
hereafter be oroftcted Two Mississippi
boats snd the revenue cutter Winona hov-
ered around In the outing but they made
uo further pretense of stopping them.
