aity. amounting to about flsO.OOO an-
nually derived from land laaaea inter-

needed for the erection of permanent fire-
proof bulldinga to accommodate the subject-
now sheltered by the "box houses"

veraity fund for nearly (our years

penditure recommended for 11I-1J14."
Ita Income Absorbed.
The re genu call attention to the faet
for the paet two' years the imperative
running expenses ot the university with
its rapidly growing student body sad
actlvitiee expanding tn response to pop-
ular demand have absorbed all but
121600 of the. unl varsity's lnoome. This
la tha total amount expended durmg the
past two year for tha erection. Improve-
ment and repair of bulldinga. The re-
gents add that for a number of year
there have been Inaufflclent elese room a.
offices laboretortea and worfcahops and
practically no provision for dormitories
end boarding halls. Although Texas la
far richer than California Michigan
Ohio Minnesota Iowa aad Wisconsin all
theae Statea are much better provided
for building for their higher educational
institutions: the value of buildings for
California for instance being three timae
aa great aa that of Taxae. Speaking
further regarding the need for buildings
tha regent aay:
'It is plain that our temporary and
perishable structures should be replaced
at the earliest time possible by panne-
neht fireproof buildings and we So rec-

"Other buildings necessary to house
tbe mnlveralty departments that ehould
be prtnrlded aa soon as possible may be
enumerated as follows: Nurses' boras
(Oahreeton) medical laboratory building
thirteen dormitories jhystos building
gymnasium museum ot Texss history
and products new roafh building museum
of natural soiencee administration build-
ing engineering building (olvil and min-
ing) -building for fine arts (musio.
sculpture painting and arehlteoture).
"Although It has by far the largest stu-
dent body the University of Texas is
the only institution of collegiate or uni-
versity rank In the State practically un-
provided with dormitories. Thla le a de-
plorable omission that should bs sup-
SUed ae eoon ae possible; that should in-
eed have been supplied. In justloe te
the students In attendance before now.
We oan not - wen apeak too strongly on
this point. Little more then a tenth of
the average student's time le spent la
the class room fuUy a half in hie room-
ing and boarding quarters where are te
be found the chief force be subjected to
efficient eupenrlelon aad control. To be
adequately equipped In thla important
respeot tne university should new have
enough dormitories to house and board
at leaat 1800 etudenta
"With 8180000 a year available tha
work of the university calls for an ex-
Ssndlture for buildings of 8700000 without
elay and for a total expenditure as
soon as possible of from 86000.000 to
87000000. The conclualon that the en-
tire fund should be put Into buildings is
unavoidable. But some far-reaching
measure of relief are called fori and
offer a eubjoot that we submit for your
most eerloua consideration. The State
deraoeraao platform adopted In San An-
tonio laat Auguet recommended the re-
moval of the Inhibition agalnat making
appropriatlone out of the general revenue
tor the erection of univeraity buildings.
This change would afford substantial re-
lief' and would protect the university
from the quite appalling difficulties that
would arise In case any building a pe-
dal! the main building should happen to
be destroyed by fire. For In that caee
with the available univeraity fund as the
only constitutional means for erecting a
building there would be literally no way
of replaolng It within a period of several
years. It may well be that other meas-
area of relief will prove advisable"
Attendeic Hie Inoreeeed.
In speaking ef the In areas of attend-
ance at the university the report points
out' "tbat the enroUment In 1H1-1I1I
was 20 per oent greater than two years
before and. 4S per oent greater than the
four years earlier aa average Increase
ef 12 par cent a year for the four-year
period. It la pertinent to point out how-
ever that during tbat period of four
years the entrance requirements of the
univeraity ware being rapidly advanoed
the time spent in gaining admission to
the Law and medical departments having
been inoreeeed by practically two years
and for the ether departments by one
year. So rapid en advance materially
slowed down the- growth in attendance.
That thle le feet and not theory ee snown
by ths current year's enrollment which
la en the average 26 per cent ahead of.
hut eeeeion er a little more than double
the rate of Increase for the previous two-
year period. In no school has there been
e decrease tn soms (a g. pharmacy aa
Increase of 71 per oent and In at least
two architecture and eorreopondenee aa
Increase of 100 per cent. Bearing in mind
the fact tbat entrance requlretneata are
aot to be further advanoed in the near
future. If at all thle years' Increase ap-
peers to Indicate tbe rats ta be expected
and provided for.
"It may be pointed ent that In ear laat
biennial- report 8647187 waa recommend-
ed for running expenses for ths current
ear which amount proved to be only
3M08- more than we have found our-
selves compelled te ase for that parpos
Our experience la the two years Inter-
. veniag has confirmed as ta the eonvlo-i
tlon that SM748T was an aeeurate esti-
mate of tbe tmtveralty'a reoulrementa
and should have oeea expended had It
been procurable. The rum now reoora-
mended for next ewasloti exceeds thst
amount by only $83763 which is as email

the growth of the institution' obliga-
tions to etudenta and cltlaena.

Deportment of Extension.'
The recommendations conclude with
the following statement:
"Tbe largest addition Is In the depart-
ment ot extension. This is rendered
aeoeeeary by ths doubling of the aura-
berof correspondence students each yeas
since 'the establishment of the depart-
ment and Is Justified by the worth cour-
age and deaert of the ambltloue young
men and women who are willing to en-'
croaoh upon thla ecant leisure while Stilt
earning their own living in order to Im-
prove themselves and add to their value
as workers and cltlxens.
"A reasonable Increase In the appro-
Sriatlona for the university maintenance
i necessitated by th greatly Increased
ooat of earing for the same number of
students now in the same manner . thay
might have been oared for a few year
ago. The increase tn the cost of living
and In the cost of materials that go Into
a university baa. In recent year ad-
vanced nearly (0 par cent. To care for
an annual Increase of 400 students under
a higher range of prloes must necessitate
more maans or the university will not
only not move forward It will go back-
ward. There can be no Improvement tn
the quality of tha Institution. Aa bee
been said: 'A university cannot be mod-
ern unless It expanda In response to ths
demands of modern l(fe. It cannot per-
form Ita functloru m ths State enless
It responds to thvstimulus of ths State's
broadening activities.
"The univeraity of Texas has continu-
ally broadened its work and improved its
standing among universities in spite of
lack of means and it has dona thla while
ita maintenance Income waa Increasing
muoh lose rapidly than was called for by
the rapidly growing numbers of students
and ths rise la ths ooat of living.' "
