"it is evident the American tourists
have pretty well returned noma" said
H. C. Hoover chairman of the committee
today.
"Another situation however has pre
sented itself. There is a resident colony
of .Americans in Europe ef perhaps 100000
persona comprising officials and profes
sional and mercantile classes. The latter
arc connected largely with export trade.
'. lurge majority are of course able to
At :e care of themselves In times of dls
Ucks but among them are considerable
numbers of Americans employed In minor
occupations or engaged In small business
enterprises. The resources of this class
'have been badly dislocated by the war and
mucn acute distress is developing.
s "As all European nations have a suffl
clcnt drain upon them in looking after
their own countrymen the care of such
Americans must rest on our cltlxena for
we can not see our countrymen starve.
The distress In this connection probably
will Increase throughout the waV and so
far as we can see the committee) will have
as mucn as it can deal with."

BELGIAUM AGAIN CENTER
OF MILITARY OPERATIONS
Continued from Page One.)
flihtlnr is desnerate there can bo no
doubt for the Belgian army driven from
tne nrst line of forts took ud rood posi
tions behind the second line prepared to
offer desperate opposition to Uie advance'
of the besiegers. -
The defenders however. In their well
protected entrenchments are said to be
unable to avoid the shell lire which Is
described as terrific and which Is saiO to
fall always in the right spot. The Zeppe-
tramps too have played their part
In the fray and bombs from them add to
the terror. It is reported that one of
these airships was brought down - last
night but the statement originated from
person wno saia ne saw it irom a dis
tance.
The German advance through the trap
which they had opened In the southeast-
ern section of the outer line of forts has'
been likened to a prairie fire which de-
voured every village and every building in
Its ;ath. The Germans also have forced
three passages of the River Scheldt be
tween unent ana lermonae ineir omjeci
being to prevent the Belgian army from
breaking through and escaping by the
narrow strip of Belgian territory between
the Scheldt and that ' portion of Holland
which stretches along the coast west ot
the estuary.
TIME CITY CAN
HOLD OUT IN DOUBT
How long the Belgians can lold out
against this attack from two sides which
has oontlnued since Wednesday night no
one offers to' conjecture. The Belgians
hope however that their field array can
withstand the Germans until ail'.eu arm
ies advancing from the south force the
Germans to withdraw.
Meantime there is srreat anxiety re
garding the noncombatants remaining In
Antwerp. Thousands or reiues irom
the city and surrounding towns .irv ar
riving in Holland and Knsland. Already
there are a nair minion Belgians in Hol-
land and 2000 or 3000 are urr'vinK dally
in En gland. Many of these arc penniless
and dependent on the charity the po-
i of tne countries to wmcn tney are
etnff. Some wounded also aro arriving
in England.
King Albert it is relieved is among
those who have left Antwerp. An uncon-
firmed report says the queen and tne
members of the royal family have gone
to Oetend. The king's reported departure
to Selsaste near tho Dutch frontier
would it is explained be consistent with
the report that the Germans have forced
passages of the Scheldt between Ter-
monde and Wetteren for tho king al
ways kept lh touch with the more hard
pressed of his troops.
LITTLE OHANGE IN
FRENCH SITUATION.
On the battle front !n France the Ger-
man and French reports agree there lias
been no change In the situation al
though the French claim to have bad"
some little progress near St. Mililcl. It
Is however on the other wing in North
western France and across the Belgian
border that the Interest centers. Here a
battle Is in progress' on a line from Las-
signy nortnwara tnrougn novo uray-Bur-Somme.
Arras and Lens while the
cavalry is operating north of Lille. Thus
tne main armies or ut allies are lacing
eastward and the Germans to the west
along the front that the British and
French hope to uxtend right through Bel-
glum to Antwerp thus forclhg an open-
For the garrison of the fortress;
Further south the Germans having
withstood the attempts to outflank them
have been delivering counter strokes
first at Roye and Lasslgny where the
French tried to get through the German
lines of communication and then at Ar-
ras where they again tried to get
through Cambral to the railway line at
lecateau. uerore tnese -counter atroites
the French had to give ground which
they since claim to have regained.
VON KLUCK'S
ATTEMPT FAILED.
Falling to break the allies' lines Gen-
eral Von Kluck attempted to outflank
them by sending a large force of cavalry
around Lene to the rear of tbe French at
Ldlle. Here the fighting still is going on
and no decisive result has been attained.
Meanwhile both armies have with-
drawn troops from the center and the
weakening of the German line north of
tha Alsne is said to have allowed the
British to make two advances. In one of
which stone quarries were taken which
tbe Germans had held for nearly a mofith.
Much is considered to depend on. the
length of the siege at Antwerp. Every
day the Belgians hold out is reckoned by
tha military strategists here as a 'day
trained by the allies. The -strategists
arsrue that as soon as the mrtrees ts cap
tured or1 capitulates a German army of
115000 men will be sent to the assistance
of General Von Kluck and that their
numbers will tell.
. - Except for tha siege guns tha Belgians
are declared to be about the equal of the
besiegers and In tho battle In tha open It
