bureau.
"As soon as possible pending the or-

the bureau chiefs of the department
and their assistants in Washington aud

alone being in intimate and close con-
tact with current governmental business
and each fully cognizant of the situation
in his own bureau must form the chief
basis ot the hope of the president of
congress and of our people for the ac-
complishment of this work by December
1. Called before the representatives of
the budget bureau who if they respond
to this appeal will Include the best busi-
ness minds of the nation they must fur-
nish the information and. in many cases
the suggestions of the changes in meth-
ods to insure economy through co-ordination."
Bureau Chief to B Given Credit.
Mr. Pawes said bureau chiefs unfortu-
nately were compelled many times to
work in the interest of their particular
bureaus but that with a new general di-
recting agency to deal with government
exjienditures. this tendency might be
greatly diminished. It was inconceivable
that any bureau chief should handicap
that agency he added.
"No penalty can be too severe or too
inexorably pressed" said the statement
"if opposition should anywhere develop.
"I will say here that wherever a
suggestion for co-ordination made rv a
bureau chief is odonted bv the biulect
bureau as a policy to be recommended i
by the president it will bear his nnrae

get who. after all. act largely as a clear-
ing house for the transmission of the
brains and industry of others."
Mr. Dawes said he expected to retire
from the directorship in December sfter
the first budget bad been presented to
congress. Terms of the volunteers he
expects to bring to Washington will be
concluded at the same time he added.
