While the house was debating a reso-
lution by Senator Brandegee of Cort-
necticutt providing a general and new
plan for submission of constitutional
amendments was favorably reported by
the senate judiciary committee. It pro-
vides that all amendments shall be act-
ed upon within eight years after submis-
sion and Instead of action as at present
by State legtalators. that amendments
shall be submitted to vote ot the State
electors.
The prohibition amendment probably
will be submitted before the Brandegee
resolution passes sjid therefore will not
be affected by It.

tion submitting to the States the proposed
constitutional amendment to prohibit the
manufacture and aale of intoxicating
liquors the Texas delegation In the house
