WASHINGTON December 31. Rate in-
creases ranging from 2 to 6 cents per 100
pounds on lumber from LoutBlitna and Ar-
kansas to Baltimore Philadelphia Neiu
York Boston and other Eastern points
were found Justified today by the inter-
state commerce commission.
Increases of 2.55 cents per 100 pounds
on lumber in carloads from points In Mis-
souri and Arkansas to Milwaukee and
points Immediately south also were found
justified.
DECISION ON
RICE INCREASES.
The Interstate commerce commission to-
day suspended a proposed 5-cent per 100
increase on clean rice freight rates from
Louisana and Texas to Northern cities
until April 30.
COAL RATE CASE
AGAIN POSTPONED.
Reductions in rates on anthracite from
the Pennsylvania flelds to the Atlantic
seaboard were again postponed by the in-
terstate commerce commi.s.siou. They will
become effective April 1 li stead of Janu-
ary 1. They were originally ordered for
October 1 and have been twice extended.
The commission wants to give the coal
roads time to work out the new. rate
schedules tliey have been ordered to make.
NEW CLASSIFICATION
FOR SOUTHWEST.
New classifications of freight on the
Southeastern railroads which will result
in increased freight charges effective
January 1 were allowed today by the
interstate Commerce commission.
The .Southeastern lines serve the terri
tory generally in the Atlantic and (iulf
States south of the Uluo and polomas and
east ot the Mississippi Kivers.
In allowing the new classifications the
commission specifically stated that it did
not place its approval on the Increases
and would entertain any formal com-
plaint which may be made against the
reasonableness ot the new changiw.
The general revision of classification to
higher levels will result In general in-
creases on all classes of freight. The
commission has no esfimate of how much
It will mean to the railroads but there is
no doubt that if allowed to stand llnally
the change will Increase their revenues
many hundreds1 of thousands ofdollars a
year. 1
DECISION IN
FREE TIME CASES.
The interstate commerce commission de-
clined to suspend schedules of the Penn-
sylvania New York Central and other
trunk line railroads which provide for a
reduction frotn 30 to 15 days in the al-
lowance of free time on export freight.
This means that the commission has ap-
prove the tree time allowance reductfon
beginning January 1. It may improve
congested freight conditions at the port of
New York. Tne reductions apply also to
treight shipped to Huston Philadelphia
Mainmort .Norfolk and Newport News.
Reduction of the time export freight will
be permitted to remain in storage at
railroad export terminals without charge
was opposed by shippers and merchants of
New York and adjacent territory.
GRAIN INCREASES
WERE DISAPPROVED.
New classifications of freight which
would have resulted in general increases
in grain and grain products and various
other commodities between the Atlantic
seaboard and the Mississippi river were
disapproved today by the interstate com-
merce commission.
Proposed Increased iat s on grain and
grain products from Indiana. Illinois and
other middle Western States and from
certain points in Wisconsin. Iowa. Mis
souri and Kentucky to Atlantic ports for
export were found not Justified today by
the Interstate commerce commission. The
Increases ranged from a half cent to
cents per 100 pounds.

VO RT WORTH Texas December 31-
Wholesale violations of the interstate
ommerce law governing both State and
Interstate shipments of merchandise from
iklahoma points to the State of Texas
will shortly lie brought to the attention oi
the Interstate commerce commission w ith
the probable result of a reconsideration of
the rules governing shipments originating
out of the Slate billed Into the State and
then being lebilled to destination at
State rates.
The points involved are Sherman. Tex-
irkana and other Texas gateways.
ihe through rate as authorized bv the
interstate commerce commission from
points in Oklahoma are higher than the
omhlnation of rates If shipped to Sher
man or Paris and reshlpped as a jtato
tupmcm.
I-inns in Oklahoma have men at these
gateways who are paid fl per shipment
to watch out for the arrival of a car of
merchandise. They go to the office of
trie railroad pay the freight then order
the car switched to some other road new
s of lading are made out and the
shipper pays the Stnte rate from that
point to the destination.
As an example the through rate on
brick from Boynton ok. to San Antonio
is 27 cents. From Boynton to Sherman
cents and from Sherman to San An
tonio by taking the State rate. Is 0
ents making a total of but 15 cents as
against 27 to which the railroads claim
they are entitled to.
The abuses of this system have be-
ome so flagrant that at some of these
points it has become a regular busincsi
with some individuals and the railroads
have been ouletly obtaining data which
will be submitted to the interstate com-
merce commission and H demand made
for a prosecution of Ihe violators and a
few employes of roads who have know-
ingly assisted in tire work.
Some of the roads have protected them
selves by notifying the agents of the
iwuls that these shipments originated
without the State and that thev would be
violating the interstate law should they
reblll them. In several Instances no at-
tention has been paid to the notice.
