T. S. Maxey send hl resignation as
Judge of the I'nited Statea clUtrict court
for the western district of Texas to Pres-
ident Wilson on December 2. to become
effective as soon aa it reaches the pres-
ident T!if resignation will go by mail.
Judge M.ut Monday authorised the
aK vc statement. Some weeks ago Judge
Maxey announced that he contemplated
tendering ras resignation to the president
early in lVoe:nbr for several reasons

him to leave the bench he having served

test the constitutionality of the Adamson
law was received late Monday from Kan-
sas City at the supreme court The de-
partment of justice asked for instructions

early hearing probably will be presented
by the department of justice with con-

WASHINGTON. November 27. Exam-
ination of A. P. Thorn counsel for the
railway executive advisory committee
on suggestions he has made In behalf o.'
the railroads for legislation to Improve
their situation was begun Monday by
the joint congressional committee Inves-
tigating the problems. Senator New-
lands chairman and Representative Ad-
amson vuve chairman of the committee
conducted Monday's examination and Mr.
Thorn will resume the stand Tuesday
and be questioned by other members.
Mr. Thorn testimony was directed al
most exclusively to development of his
suggestion for compulsory national in-
corporation of railroads. He said he be-
lieved congress has power to compel a
carrier iu uulmiii a iwuwi ai uvciioc ui
charter or forbid it to interstate com-
merce. Police powers over grade cross-
ings separate passenger cars for differ-
ent r;u es taxation and other such ques-
tions he thought shout be left as far as
possible to the Htutes. He opposed divi-
dend limitations on nationally incor-
porated roads unless a minimum as well
I as a maximum rate is fixed.
Answering a suggestion by Mr. Adam-
son that the railroads might try out na-
tional Incorporation on one new road he
aald the question confronting the public
now is not how a nationally incorporated
road would succeed hut how to take
care of the 250. OuO miles of road already
In operation which need some relief as
he believes will be found under a federal
controlled system.
Mr. Thorn said the railroads are al-
most unanimously for federal Incorpora-
tion and that although most railroad
men oppose government ownership there
are some who are anxious for it. He de-
clared it would be easy to provide for
government ownership If the money to
buy the roads were found and said In
his opinion federal Incorporation would
not be a step impeding such ownership.

One hundred dollars reward for the ar-
rest of .the vandal who some time during
Saturday night cut the hair from the
head of his 15-year-old daughter was the
amount of the reward offered by Deputy
Sheriff W. J. HoKan of Sherman who
arrived in Fort Worth Monday and vis-
ited detective headquarter.
Hogan aaid that the crime was com-
mitted some time during the night- that
his daughter had Kone to bed ns 'uiual
and when she awoke in the morning her
hair hadNbeen cut from her head.
