Democrats unveil goals, programs forBy MARGARET SHAPIRO

WASHINGTON - A group of lead-
ing Democrats Saturday issued what
they called a blueprint for the future,
a 90-page Democratic alternative for
1984.
The plan was drafted during the
past two years by the House Demo-
cratic Caucus with help from 80 oth-
er party leaders. It calls for the
restoration of many cuts made by
President Reagan in social pro-
grams. But it cautions the Democrats
not to return to the "big spending"
programs of the past, programs that
provided political fodder for Repub-
licans in 1980.
Robert Strauss, a former party
chairman, said at a news conferenceRobert

hails the
plan as a
sign of
unity.that the House plan demonstrates
the ability of the Democrats "to pull
ourselves back together" after the
defeat in 1980.
The report identifies deficits andthe nuclear arms race as major prob-
lems, and makes these
recommendations:
" Replacement of the tax system
with a simplified tax that has fewer
deductions, but lower rates.
* Revision of the health care sys-
tem to control medical costs by mak-
ing health care more efficient, and
limiting doctor and hospital
reimbursements.
* Reviewing national security
and defense needs, and holding
down the annual increase in defense
spending.
* Negotiating a mutual, verifia-
ble freeze on nuclear testing, produc-
tion and development, and putting
into effect the SALT II strategic armslimitation agreement.
