They included:
• Holding the armed services accountable
for their failure to implement a 13-point Anti-
Harassment Action Plan which then-Secretary
of Defense William S. Cohen published in July
2000.
• Permitting service members to report
anti-gay harassment and crimes without fear
of being outed and discharged.
• Recommitting to ensure full and ade-
quate training on the policy's investigative
limits and privacy protections.
• Holding accountable those who ask, pur-
sue or harass.
The report also noted:
• Taxpayers have paid more than $230 mil-
lion to facilitate the "Don't Ask, Don't Tell"
policy, in addition to costs of investigating and
losing soldiers who resign or choose not to
enlist because of the gay ban.
• Women continued to be discharged at a
rate of nearly twice their presence in the serv-
ice. While women comprise approximately 14
percent of the total force, 30 percent of gay dis-
charges were women, including 43 percent of
those from the Air Force.
AROUND THE WORLD
From Wire Reports
Australian official close to Prime Minister
resigns, apologizes (or false allegations
CANBERRA, Australia — A senior mem-
ber of Prime Minister John Howard's gov-
ernment resigned Tuesday and apologized
to one of Australia's most senior judges for
falsely accusing him of using government
cars to pick up young male prostitutes.
A week ago, Sen. Bill Heffernan
accused High Court Justice Michael Kirby
of using government cars to "trawl" for
male prostitutes in Sydney's King's Cross
red light district.
The comments sparked outrage in
Parliament and the legal community. Kirby,
who is gay, accused Heffernan of homo-
phobia.
Accepting Heffernan's apology, Kirby
said in a statement, "I hope my ordeal will
show the wrongs that hate of homosexuals
can lead to."
On Monday, the opposition Labor Party
proved that government car records that
supported Heffernan's claims had been fal-
sified.
That prompted Howard to publicly ask
for Heffernan's resignation.
• When an Associated Press photographer
took a photo of a bomb on which Navy ser-
vicemen had written "High Jack this fags,"
Navy officials dismissed it as a "spontaneous
act of penmanship" that wasn't reflective of
the climate on board the USS Enterprise.
However, Navy Airman Paul Peverelle, who
was stationed on the ship at that time, said he
was verbally harassed and threatened for
being gay while on board.
• The Air Force is seeking to discharge
Captain Monica Hill after she requested a
deferment from active duty to care for her
dyiAg partner. "She lost her partner and now is
about to lose her job," the report said.
• In Operation Enduring Freedom, the U.S.
conducts joint operations with American allies
who have lifted their gay bans without inci-
dent. The report said, "In defense of homeland
security, uniformed personnel are working
alongside openly gay people as they protect
our nation."
SLDN, a national, nonprofit group, says it
has directly assisted more than 3,300 service
members in its mission to end harassment and
discrimination of military personnel. ▼
France's two main presidential candidates
say they oppose gay marriage, adoptions
PARIS — Both of France's main presi-
dential candidates said this week that gay
couples should not gain the right to marry
or adopt children.
The two candidates — incumbent
President Jacques Chirac, a conservative,
and Socialist Prime Minister Lionel Jospin
— both promised, however, to strengthen
legislation against homophobia. Their
remarks were to be published Friday in
Tetu, a gay and lesbian magazine.
"I think that every child needs a mother
and a father — female references and
male references — to construct his identi-
ty," Chirac was quoted as saying.
Jospin said that "the right to have the
sex life of one's choice should not be con-
fused with the hypothetical right to have a
child."
"A child has the right to a father and
mother," Jospin told Tetu. He added, how-
ever, that officials should not take sexual
orientation into account when singles apply
to adopt children.
In November, two leftist French lawmak-
ers recommended that gay couples gain
the right to adopt if they register their
unions under a law that gives unmarried
couples extensive legal rights.
