limited
settled cottnties of this region
it is well nigh impossible for
Jy number of deputies
to exercise the suivoillance
needed by such an expanse of
countiy Again because the
proximity of these counties lo-
a foreign frontier equally as
thinly settled they are more or
less exposed to raids by out-
laws from across the border
which it is not always pos-
sible for local officers to
deal with the Garza re-
volution being a proof of
this fact hence it is necessary
that some such safegrard as the
ranger force be provided by the
stale Bat as for tlie statements
quoted in the foregoing alleging
that janger protection is requir-
ed to protect lawabiding citi-
zens from the courts and officers
themsilves Tin Herald does
Hot hesitate to declare that
those who have sworn to such
things are either laboring under
false impressions or must be
drawing on their imagination
to a greater extent than the
writer of the most sensational
dime novel ever did In their
zeal for the cause of ranger
protection these men have gone
entirely too far and unless
tlioy can offer positive proof of
1heir allegations they are far

Repobts from every part of

snow fall last Thursday extend-
ed with more or less force to
all points Even the most south

well as Louisiana and Jlorida
were wrapped in Bang Winters

After reviewing the sword the
there was nothing unusual in
that vessels putting to sea dur-
ing the late norther from Brazos
Santiago The vessel had land-
ed her psssengers and was dis-
charging her cargo when the
norther blew up A north wind
always generates a heavy sea
off Brazos Santiago and vessels
lying there under such circum
stances always put to sea The
Clinton had on board about
twentyfive Mexican laborers
whiclr had been employed in
discharging her cargo and the
extra crew necessitated her
shigping extra stores when the
vessel arrived at Galveston for
a harbor She will come up to
her dock ship more coal and
leave on her return to Brazos as
soon as the norther abates The
agents deny that the vessel was
in distress as heretofore report-
ed claiming there was nothing
unusual in her return to this
port under the prevailing con-
dition of the weather There
are no lighters at Brazos San-
tiago and cargo has to be dis-
charged in small boats an im-
possible undertaking in rough
weather in the open sea Gal-
