News from the Humane Society of
Wichita Falls

In most relationships there is
the animal lover and the person
who must deal with the animal
lover. Being the Executive Di-
rector of the Humane Society of
Wichita County my poor hus-
band, Jason, has to “deal” with
me... and all the homeless ani-
mals of our community. While
Jason loves and cares for our
own three dogs he isn’t an all-
out nut like me.
In the animal community we
joke that “sucker” must be writ-
ten on our foreheads because all
the homeless and needy animals
always seem to find their way
to us, on street comers or even
in our front yards. It seems the
word is out on us, “If you’re an
animal in need make your way
to one of these addresses and
they will take you in.”
Jason teaches dual credit
courses at the Archer City High
School. On his way into work
last week he noticed a stray
dog wandering the parking lot.
Like most people he assumed
the dog was owned by someone
and would wander his way back
home.
After class Jason returned
to his car on the far end of the
parking lot to find the same dog
sitting beside his driver side
door... sucker. Jason (I’m sure
rolling his eyes) opened the car
door and the dog limped in, his
hind leg had been injured some-
thing Jason hadn’t noticed ear-
lier. Jason brought the dog to
the one place he knew the dog
would be fed, watered and com-
forted, the Humane Society of
Wichita County.
Obviously the dog had been
through a lot and needed rescu-
ing. With high temps, there were
no puddles of water to quench
his thirst, very little shade to
protect him from the heat, and
no comfortable place to sleep
with an injured leg. This dog
needed help.
I never advocate forcing
oneself into a dangerous situ-
ation with an animal. Animal
control must always be called
if the situation seems threaten-
ing. That being said, how many
other people had seen this in-
jured dog and not offered him
help? This sweet soul who was
so docile, willingly jumped into
an unfamiliar car in hopes of be-
ing cared for. I’m not requesting
everyone risk their safety to help
an animal, but I am asking for
you to open your eyes to the ani-
mals roaming the streets.
Please don’t turn a blind eye to
the animals of the community,
all the while telling yourself that
they have a home they are walk-
ing back to. Don’t make them
limp all the way to your car to
be saved.
As the German philosopher,
Immanuel Kant, once wrote,
“We can judge the heart of a
man by his treatment of ani-
mals.” How will your heart be
judged?

Holliday Budget Hearing Scheduled
The City Council of the City of Holliday, Texas will hold a budget and tax rate hearing for the 2012-
2013 fiscal year at 6:30 p.m. on Monday, September 10, 2012 at the City of Holliday, City Hall
Council Chambers, located at 110 W. Olive Street, Holliday, Texas to consider adopting the 2012-
2013 fiscal budget and a proposed tax rate for the 2012 tax year. The proposed tax rate is .44959 per
$100 of value. The proposed tax rate would increase total taxes in the City of Holliday by 3.68%
This budget will raise more total property taxes than
last year’s budget by $11,000.00 or 9.95% percent, and
of that amount $3705.44.00 is tax revenue to be raised
by the value of new property added to the tax roll this
year.

NOTICE TO PUBLIC REGIONAL WATER PLANNING
Notice is hereby given that the Red River Authority of Texas will submit by 5:00 p.m., October 4,
2012, a grant application for financial assistance to the Texas Water Development Board (TWDB)
on behalf of the Regional Water Planning Group - Area B, to carry out planning activities to develop
the 2016 Region B Regional Water Plan in completion of the state's Fourth Cycle (2012 -2016) of
Regional Water Planning.
The Regional Water Planning Group - Area B includes the following counties: Archer, Baylor Clay,
Cottle, Foard, Hardeman, King, Montague, Wichita, Wilbarger, and the portion of Young County that
encompasses the City of Olney.
Copies of the grant application may be obtained from Red River Authority of Texas after Septem-
ber 4, 2012 or online at www.rra.dst.tx.us. Written comments from the public regarding the grant
application must be submitted to Red River Authority of Texas or TWDB no later than 5:00 p.m.,
October 9, 2012.
